Sniper fire terrorizes Sidon neighbourhoods after bloody night | Armed militants, Palestinian Civilians/Refugees |
NNA field correspondent to the southern city of Sidon reported that at around 8 a.m. on Sunday the neighbourhoods of Baasiry and Njassa fell under heavy sniper fire which did not spare Martyrs' Square as well as the roads and building facing Ayn el Helwe Camp. Despite a ceasefire agreement reached during the night, intermittent clashes continued well into the night between Fatah Movement and Jound el Sham. RPGs and grenades were used in the fighting, while sniper fire cut off most of the roads of the Palestinian refugee camp. The clashes left three dead and 20 injured people in critical condition. Fires ravaged through homes and cars and properties were left damaged. Many Palestinians were forced to go into the city of Sidon. Even the Lebanese Armed Forces were not spared, as fires targeted their posts at the entrances of the Camp. The LAF retaliated to the source of fire. http://nna-leb.gov.lb/en/show-news/48468/Sniper-fire-terrorizes-Sidon-ne... |

Sniper Fire Renews in Sidon, Night Clashes Kill 3 and Injure 20 | Fatah, jund al-Sham, Lebanese Armed Forces (LAF) |
everal neighborhoods in the southern city of Sidon, including al-Baassiri and al-Njasa neighborhoods, went under prolific sniper early on Sunday despite a cease-fire agreement overnight between the clashing parties. The overnight clashes, which left 3 dead and 20 wounded, led to the outbreak of fires in homes and damage to properties and cars and had forced many Palestinians to flee to the city of Sidon. Despite the agreement that was reached overnight in the Palestinian refugee camp of Ain el-Hilweh between the Islamist Jund al-Sham group and the secular Fatah Movement, intermitted gunfire continued until midnight and it included hand grenades and sniper fire that forced the closure of a number of roads leading to the camp. The Lebanese army positions on the entrance of the camps were hit by the clashes and had therefore replied to the source of fire and fortified its presence and enhanced security measures. Although contacts between the Lebanese and Palestinian factions led to a cease-fire agreement, but they failed to keep it going. |

Two Syrian girls drown in perilous Sidon waters | Syrian Civilians/Refugees, Civil Defense |
: In the midst of a blistering heat wave Thursday the Syrian Zeineddine family headed to Sidon’s coast to cool off in the public beach. The trip would prove to be disastrous. Police disperse Sidon industrial workers protesting blackout | EDL workers, EDL - Electricite du Liban |
Police used force Thursday to disperse workers and factory owners blocking the main highway between Sidon and Tyre in south Lebanon to protest against the government’s failure to repair electricity cables. The five-day power outage, due to electricity workers' recent decision to stop all maintenance work, caused a total blackout in Sidon’s industrial zone, security sources told The Daily Star. The protesters burned tires, blocking traffic in both directions between the two main coastal cities for several hours Thursday morning before police unblocked the vital road by force, the sources said. The blackout, which grounded businesses and factories for the past five days, occurred after the main cable supplying the industrial zone south of Sidon caught fire. Striking EDL contract workers had adamantly refused to answer queries to repair the cable, paralyzing work at dozens of factories, the sources added. EDL contract workers said last week they will stop all maintenance work across Lebanon, cautioning that it might result in major power disruptions. Until then, the contract workers were carrying out maintenance and repair work on the electricity network despite their three-month long strike over labor issues. Their decision to escalate their protest was meant to prove that their work was essential for the country to function. http://www.dailystar.com.lb/News/Lebanon-News/2014/Nov-13/277493-police-... |

Abra residents demand Syrian workers leave town | Syrian Civilians/Refugees |
Residents of the Sidon suburb of Abra protested Sunday against the presence of Syrian workers after police released a Syrian who was accused of attempting to kill a resident. The residents of the predominantly Christian town gathered outside the church at noon and called for Syrian workers to be kept away, a move that could prefigure similar protests against Syrians in other Christian towns in east Sidon. The police released Hasan Qasous, a 24-year-old Syrian worker, against whom Emad Saif had filed a complaint, accusing him of attempted murder. Safi said that Qasous had attacked him after a verbal quarrel broke out between the two men. “He cursed me, and I cursed him back, and a half hour later, he attacked me by surprise and wrapped a track railing around my neck.” Safi said Qasous confessed to investigators in the Haret Saida police station to the charges against him. “Justice was not achieved for me, and the attacker is now outside Lebanese lands – he is in Syria,” he said, adding: “I do not believe in Lebanese justice, only God’s justice will do me right.” Mayor Walid Mshantaf explained that the town’s residents wanted Syrian workers out of Abra itself and were not protesting against the presence of Syrian refugees on the outskirts of the town. “There is a camp for Syrian refugees outside Abra and we offer them help and services, but we do not accept having young Syrian men inside our houses attacking us,” he said. “We cannot keep silent over such a thing.” Abra’s former Mayor Elias Mshantaf said the number of Syrian workers in the town had grown from 20 to nearly 100 since the Syrian crisis began three years ago. “The presence of over 100 workers in Abra poses an economic threat to our town,” he said. He added that the town was facing another “ethical danger,” explaining that girls were now afraid to go out of their houses alone. “This is a message for everyone – Hezbollah, Al-Jamaa Al-Islamiya, the Future Movement, former MP Osama Saad and mayors in the region: we cannot tolerate these guys. We do not accept having young men acting this way.” Abra was the hub for now-fugitive Islamist Sheikh Ahmad al-Assir last summer and witnessed intensive battles between the sheikh’s supporters and the Army in June. It has also seen previous tensions between residents and Syrian workers. Lebanon is host to over a million Syrian refugees, with those fleeing the neighboring conflict now equal to more than quarter of the Lebanese population. |

Syrian refugees face reprisals after beheading, some forced to leave | Syrian Civilians/Refugees |
Syrians across Lebanon expressed a sense of foreboding Monday after the beheading of a second Lebanese soldier by Islamist militants heightened tensions across the country. The announcement Saturday that ISIS members had decapitated Abbas Medlej, a captive Lebanese soldier, sparked outbursts of rage across the country, largely leveled against Syrians, whom many blame for the country’s deepening security crises. Unknown men expelled a number of Syrian refugees Monday from the southern town of Houla, while residents of an encampment in Burj al-Shemali near Tyre were given written eviction notices. “We’re not against Syrian refugees,” insisted Ali Deeb, the mayor of Burj al-Shemali. “But we don’t want gatherings of camps [of Syrians] for hygiene reasons and also security reasons.” In the Beirut suburb of Burj Hammoud, residents circulated a flyer Monday demanding Syrians leave the neighborhood. “We ask Syrian citizens living in Burj Hammoud to evacuate the area by Tuesday, Sept. 9, at 6 p.m. and [the decision is] in solidarity with the martyrs of the Lebanese Army,” the flyer read. Many Lebanese blame Syrians for the clashes that erupted last month in Arsal, which resulted in the death of 19 members of the Lebanese security forces and the capture of at least 29 more. Some of the Islamists involved in the fighting are believed to have sought shelter in refugee camps in Arsal. In Arsal itself, Syrians said that while the situation between refugees and locals was particularly tense, no violent altercations had occurred since news of Medlej’s death broke Saturday night. “The situation is bad. We are very worried,” said Abdallah al-Masri, a Syrian refugee living in Arsal. “Arsalis accuse us of being responsible for the clashes ... We rarely go out of our house.” Residents of the Bekaa town have welcomed more than 100,000 Syrians, but refugees say that the support they long enjoyed from the local community was abruptly cut off after last month’s clashes. Maram, who hails originally from Qusair, had been living in a rented room in Arsal but was evicted after the clashes. “Some Arsalis, they believe that Syrians brought the problems to their town and have kicked us out of their houses.” Some refugees said they sympathized with the Lebanese people’s outrage. “We are being treated nicely by the Lebanese people,” said Mohammad Ali Hassoun, a refugee living in the southern town of Bisarieh. “But at the same time we are scared there will be a reaction to ISIS’s criminal acts. If we are asked to leave, we will,” he said. “Lebanese in Bisarieh do not pose a danger to Syrian refugees,” said Mayor Fouad Mushawrab. He admitted, however, that “some people” in surrounding areas would use Medlej’s death as an excuse to spark a confrontation between locals and Syrians. In an effort to maintain control over an increasingly fragile security situation, Lebanese authorities are cracking down on Syrians suspected of belonging to militant groups. Security forces arrested Syrian citizen Mohammad Abdullah al-Salami in Marjayoun for suspected involvement with ISIS. Amy Intelligence then raided a house in the southern town of Rabb Thalathin, where Salami’s brothers reside. Youssef and Sultan al-Salami were arrested, charged with belonging to the Nusra Front. Mona Monzer, a spokesperson for UNHCR, said that the situation was “very sensitive.” “The UNHCR is in continuous contact with the local authorities and the government to try to alleviate the tensions between the Lebanese and the refugees,” she said. The vast majority of registered Syrian refugees in Lebanon are women and children, she added. Tensions between Lebanese host communities and Syrian refugees have been brewing for months. In south Lebanon and the Bekaa Valley, hundreds of thousands of Syrian refugees have settled in under-developed areas long neglected by the state. But in Arsal at least, refugees were more concerned about renewed hostilities between Islamists and the Lebanese Army than reprisals by Arsalis. “People say the clashes will start again soon,” Maram said. “And if they do, we’re not getting out of here alive.” “Some people say Arsal is a cemetery. They’re right.” http://www.dailystar.com.lb/News/Lebanon-News/2014/Sep-09/270021-syrian-... |

Confrontation between Joint Forces and Syrian Army | National Movement (NM), Syrian Armed Forces |
On the night of May 31, 1976, it is reported that approximately 2,000 Syrian soldiers entered Lebanon through the north in the Akkar, allegedly to “put an end to the massacre in Qobayat; 4,000 more went in through the Beqaa, advancing along two groups—one toward the hilltops overlooking Beirut and the other toward Saida. This led the way to a full-blown confrontation between the Syrian Army and the Joint Forces. |

Fighting broke out in several areas in Beirut | National Movement (NM), Palestinian Liberation Organization (PLO), Lebanese Kataeb Party, National Liberal Party (NLP) |
Over the course of three days, Christian militias on one hand and Lebanese Leftist and Palestinian militias on the other clashed in various parts of the country. In Beirut, fighting broke out in areas where there was some proximity between Christian-populated residential areas and Palestinian camps or Muslim-populated areas, which would later become regular conflict zones: Dekwaneh-Tel al-Zaatar, Ain al-Remmaneh, Chiyah, Haret Hreik, Mreijeh, Burj al-Barajneh, Karantina, Maslakh, and Ashrafieh. Weapons included rocket launchers, automatic rifles, and mortars of small caliber. Clashes also broke out in North Lebanon between Tripoli and Zgharta. In the Shuf, Palestinian commandos from the Barja region attacked two neighboring Christian villages (Ain al-Assad and Marj Barja), causing a temporary displacement of population toward the Christian-populated East Beirut. And in Saida a general strike was ongoing, with continuous explosions and gunfire. During this time, according to newspaper reports, 300 people were killed, 1,500 buildings destroyed, and losses amounting to $200 million were reported by the Chamber of Commerce and Industry. Mahmud Riad, the secretary general of the League of Arab States, landed in Beirut on April 14 and announced a ceasefire on April 16. The Kataeb, the PLO, the National Movement (NM), and the PNL agreed to retract their armed members from the streets. The Kataeb handed over two of the seven party members who were accused of the bus shooting. The ceasefire remained shaky, however, because various incidents of abductions, explosions, and clashes were still taking place across the country. |

Renewed clashes in Saida | Lebanese Armed Forces (LAF) |
Renewed clashes in Saida left 11 civilians dead, including a seven-month-old baby. At least 90 people were wounded. In the following days, demonstrations in Christian-populated areas in support of the army took place, while the prime minister gave the orders to withdraw the army units from Saida immediately. Accordingly, the units, as well as members of army intelligence and the Internal Security Forces (ISF) were transported to outposts outside the city. In this tense atmosphere took place what is widely perceived today as the spark that started the war. |

Maarouf Saad Assassinated in Saida | National Liberal Party (NLP), Popular Nasserist Organization (PNO), Lebanese Armed Forces (LAF) |
In Saida, South Lebanon, fishermen demonstrated against the creation of Protein Company, a joint Lebanese-Kuwaiti company that they viewed as a move to monopolize the industry. The company inflamed existing resentment against state monopolies serving the interests of the Christian political elite. The chairman of Protein was Camille Chamoun, former president and head of the Christian party, the National Liberal Party (NLP). Leading the demonstration were Maaruf Saad, former mayor of Saida, former MP, and founder of the Popular Nasserist Organization (PNO) who was popular among the Sunnis community and leftist groups, and MP Nazih Bizri, who represented the conservative Sunni community. During the demonstration, there was a sudden exchange of fire with the army, during which Saad and two other protestors were wounded and one Palestinian was killed. The situation quickly deteriorated as demonstrators used dynamite and rocket-propelled grenades (RPGs) against military vehicles, killing an army corporal and injuring two other soldiers. Saad died from his wounds on March 6, 1975. |
