هذا التقرير عبارة عن دراسة تحليلية تتناول أثر الأزمة الاقتصادية اللبنانية المتعددة المستويات وتداعياتها على صعيد الحماية الاجتماعية في لبنان. ويهدف التقرير إلى دراسة آليات الحماية الاجتماعية وأنظمة الرعاية الصحية والتغطية الفعلية في لبنان في ظل أزمة اجتماعية واقتصادية مستمرة تعصف بالبلد منذ بدء الانهيار المالي في أواخر العام ۲٠۱۹. تستند الدراسة إلى استطلاعٍ أُجريَ بين شهرَيْ تموز/يوليو وآب/أغسطس ۲٠۲۲، من خلال عيّنة تمثيلية تضم ۱٣۲٧ مُستطلَعًا/ة من الجنسية اللبنانية. لقد كانت العينة متوازنة بين الجنسَيْن، وشملت ۲٦ من الأقضية الموزعة بين جميع المحافظات الثماني.

Unprotected. Survey Report on The Challenges of The Current Social Protection System in Lebanon Amidst The Crisis.

This report analyzes the impact of the multilayered Lebanese economic crisis and its major macroeconomic shocks on the social protection landscape in Lebanon. It aims to examine the social protection mechanisms and effective health care systems and coverages in Lebanon, amid an ongoing social and economic crisis hitting the country since the financial collapse of late 2019. The study is based on a survey conducted between July and August 2022, with a nationally representative sample of 1,327 respondents of Lebanese nationality.

Crisis and Retirement: Elderly in the Public Sector are struggling to secure their needs

Social Insurance in Lebanon accounts for the highest share of Social Protection related expenditures (85% of the total spending – as per the 2019 budget); pensions alone accounted for approximately 3% of the GDP in 2020 and benefited only 2% of the population (World Bank, 2022). Moreover, the pension system in Lebanon covers only civil servants and military personnel, which correspond to less than 10% of the active population (World Bank, 2022).

As Lebanon enters its third year of multilayered crises, including socio-economic collapse, the majority of the population is pushed into pauperism and vulnerability amidst an absence of universal social security and protection.

Indeed, prior to the crisis, at least one third of the workforce was already excluded from any form of social protection.

This short film documents the lived experiences of people residing in Lebanon in 2021, how the current compounded crises have affected them, and how they attempt to adjust to these crises amidst the lack of universal and inclusive social security policies. It follows the stories of Jamileh and Salim, Oum Khaled, Ilatt, and Fatima and their day-to-day struggles in this context.
