الحماية الاجتماعية الشاملة: درعٌ في زمن النزاع المسلّح

يؤدّي تصاعُد الأعمال العدائية مؤخّرًا بمحاذاة حدود لبنان الجنوبية إلى نشوء احتياجات مستجدّة لا يمكن الاستجابة لها إلّا من خلال نظام شامل يكفل توفير الحماية الاجتماعية الشاملة . ويأتي النزاع المسلّح الحالي ليُضاف إلى سلسلة أزمات تُلقي بظلالها على المواطنين/ات في لبنان في حين ما زالَ الدعم الحكومي شبه غائب. يوضّح هذا المقال أنَّه من الضروري اعتماد نظام شامل وقائم على الحقوق لتوفير الحماية الاجتماعية من المخاطر وصدمات الحياة، سواء كانت مرتبطة بالمرض أو التغيّرات في الوضع الوظيفي أو الكوارث الطبيعية أو الكوارث من صنع الإنسان أو النزاعات المسلّحة.

Universal Social Protection: A shield during armed conflict

The latest escalation in hostilities along Lebanon’s southern border is giving rise to emerging needs that can only be met through a universal and inclusive social protection system. The ongoing armed conflict is yet another crisis in a plethora of crises that people in Lebanon are left to withstand with minimal government support.

يشيد مركز العلوم الاجتماعية للأبحاث التطبيقيّة (CeSSRA) باعتماد لبنان الاستراتيجية الوطنيّة الأولى للحماية الاجتماعيّة التي تشكّل نقطة محورية نحو العدالة الاجتماعية في البلد. وتمثّل هذه الاستراتيجية خطوةً حاسمةً لإرساء عقدٍ اجتماعيٍّ جديدٍ بين الدولة ومواطنيها، تكون الحقوق الاجتماعيّة إحدى ركائزه الأساسيّة.
 

Statement on Lebanon's adoption of its long-awaited National Social Protection Strategy

The Centre for Social Sciences Research and Action (CeSSRA) applauds Lebanon’s adoption of its first-ever National Social Protection Strategy which constitutes an important milestone towards social justice in the country. This strategy represents a crucial step in establishing a new social contract between the state and its citizens, with social rights as one of its main pillars.

As Lebanon enters its third year of multilayered crises, including socio-economic collapse, the majority of the population is pushed into pauperism and vulnerability amidst an absence of universal social security and protection.

Indeed, prior to the crisis, at least one third of the workforce was already excluded from any form of social protection.
