Lebanese security officials say a dual Syrian-Australian national has been arrested on suspicion of terrorism in Lebanon. The officials say the man, identified as Mark Eddie Maximus, was arrested by military intelligence in the northern city of Tripoli over the weekend. One official speaking to The Associated Press on Monday says authorities had been pursuing Maximus for a while on suspicion of funding a terrorist organisation. He declined to elaborate and spoke on condition of anonymity in line with regulations. A local newspaper said the man was suspected of ties to the Islamic State group. The Lebanese army has been fighting the Islamic State group and al-Qaeda's Syrian branch, the Nusra Front, in border areas close to Syria. |

نظم الأساتذة المتعاقدين اعتصاما مع حملة بدنا نحاسب امام وزارة التربية في الأونيسكو. وأكد المعتصمين أن هذا اليوم الذي أضربنا فيه حسمت ساعات عمل المتعاقد وتوجهت بدائلها الى جيوب المسؤولين، مشيرين الى ان المتعاقد مهمل بكل حقوقه واليوم كل مكونات هذا البلد تتناساه لدرجة أن صارت الناس كلها واشعب كله يعتقد ان هذا المتعاقد ليس له حقوق. ولفتوا الى اننا نزلنا لنريكم صورتنا المأساوية اننا نعيش خارج الحياة، فنحن مجردين من كل حقوقنا ونتذلل للوزراء ليعطونا اجرنا. نفذت هيئة التنسيق النقابية اعتصاما أمام السراي الحكومي في بعلبك، طالبت فيه بإقرار سلسلة الرتب والرواتب وفتح مجلس النواب أمام الترشيح وحفظ حقوق الجميع. وألقى عضو الهيئة الإدارية لرابطة التعليم الرسمي جعفر عساف كلمة دعا فيها لفتح مجلس النوب امام التشريع وإقرار سلسلة الرتب والرواتب وإدراج الحقوق مع حفظ حق كل مكون من هيئة التنسيق. وألقى مندوب رابطة التعليم القانوني في البقاع الياس الهاشم كلمة دعا فيها الى فتح مجلس النواب أمام التشريع ووضع سلسلة الرتب والرواتب على جدول أعماله وعدم التنازل عن حقوق المعلمين والموظفين. وألقت رئيسة نقابة المعلمين في بعلبك الهرمل الدكتورة عبير طه، أكدت عدم السكوت عن الحق حتى انتزاعه والى إقرار سلسلة الرتب والرواتب لجميع القطاعات وحقوق المعلمين المتقاعدين بعد سن الرابعة والستين والتساوي مع باقي القطاعات، وشددت على الحاجة للتشريع النيابي في هذا المجال وإقرار الحقوق. إعتصم اساتذة التعليم الثانوي وموظفو القطاع العام، تلبية لدعوة هيئة التنسيق النقابية، امام سراي زحلة، في حضور رئيس رابطة التعليم الثانوي عدنان ابو زيد ورؤساء الدوائر مطالبين مجلس النواب بإقرار سلسلة الرتب والرواتب. |

انشغلت طرابلس أمس بالمداهمات المتلاحقة التي نفذتها مديرية المخابرات في الجيش اللبناني وأدت الى توقيف 12 شخصا من الملتزمين دينيا، وذلك للاشتباه بانتمائهم الى مجموعات إرهابية، (بحسب بيان صدر عن قيادة الجيش ـ مديرية التوجيه بهذا الخصوص). تشير مصادر أمنية مطلعة لـ «السفير» الى أن كل الأجهزة في حالة استنفار كامل الى جانب الجيش اللبناني، في حين أن العيون الأمنية تراقب كل شاردة وواردة، وذلك في إطار الحرب الاستباقية والاحتياطية لأي تحرك يمكن أن يقوم به مشبوهون، مؤكدة أن المخاطر كبيرة في كل لبنان ولا يمكن التهاون مع أية معلومة يمكن أن ترد. وتقول هذه المصادر: إن الجهود التي تبذلها مخابرات الجيش مع الأجهزة الأمنية المعنية ساعدت خلال الفترة الماضية على تفكيك الكثير من الخلايا الارهابية التي كانت تستعد للاخلال بالأمن، إضافة الى قتل وتوقيف عدد كبير من مسؤولي ومشغلي هذه الخلايا وكان آخرهم أحمد كسحا الذي اعترف بما هو منسوب إليه من أعمال إرهابية وتقديم مساعدات لوجستية لارهابيين قبل توقيفهم وفي مقدمتهم الشيخ أحمد الأسير والشيخ خالد حبلص. وتشير معلومات أمنية إلى أن الموقوفين الـ 12 الذين ألقي القبض على 11 منهم دفعة واحدة خلال اجتماعهم في أحد المقاهي في محلة باب الرمل، ومن ثم تم توقيف شخص آخر بعد مداهمة منزله، صادرة بحقهم وثائق اتصال ومذكرات توقيف بناء على الاشتباه بقيامهم بإطلاق النار على الجيش، والتواصل مع مجموعات إرهابية، ومساعدة عدد من الفارين من وجه العدالة، لا سيما خلال معركة أسواق طرابلس، ونقل وحيازة أسلحة وإطلاق نار في اعتصامات مختلفة، فضلا عن التحريض على الجيش والترويج لتنظيمي «داعش» و «جبهة النصرة» على وسائل التواصل الاجتماعي. وتقول هذه المعلومات إن ثلاثة أو أربعة أشخاص من الموقوفين قد يواجهون تهما حقيقية في هذا الاطار، أما الباقون فان تهمهم لا تتعدى تواجدهم في بعض التحركات والمعارك التي جرت سابقا، لكن ما لفت نظر مديرية المخابرات هو اجتماعاتهم الدورية بشكل يومي في أحد المقاهي في محلة باب الرمل، في حين يؤكد عدد من أبناء المنطقة أن الشبان يجتمعون منذ أشهر شأنهم في ذلك شأن كل رواد المقاهي في المناطق الشعبية، وهم يحملون فكرا إسلاميا متشددا كغيرهم أيضا، وليس بالضرورة أن يكونوا يعدون لعمل أمني ما، أما بالنسبة لوثائق الاتصال فهي تطال الآلاف من الشبان، وقد تم الاعلان عن إلغائها من قبل الحكومة اللبنانية لكن لا يزال العمل جاريا فيها. وكانت قوة من مديرية مخابرات الجيش مدعومة بقوة كبيرة من الجيش اللبناني، طوقت محلة باب الرمل وأقفلت كل المنافذ والمخارج فيها، وداهمت أحد المقاهي الشعبية وأوقفت 11 شخصا هم: طلال م.، عبدالكريم م.، أدهم ش.، محمود ع.، واصف ع.، طارق م.، محمد د.، محمود ن.، عبد الرحمن ش.، وليد ح.، عبيدة ع. وبعد عملية التوقيف الجماعية، نفذ الجيش سلسلة مداهمات حيث أوقف لاحقا محمد ع.، وعثر في منزله على بندقية وذخائر، كما داهم الجيش كل منازل الموقوفين الموزعة بين باب الرمل والأسواق ومحرم وأبي سمراء، وصادر من بعضها أسحة فردية وذخائر. وتم نقل الموقوفين الى فرع مخابرات الجيش في القبة حيث بوشرت التحقيقات معهم، ومن المفترض بعد انتهائها أن يبنى على الشيء مقتضاه. http://assafir.com/Article/8/448256 The army command said in a communique that a military unit arrested in the Bab al-Ramel area of the northern city of Tripoli on Wednesday night 12 Lebanese on suspicion of belonging to terrorist groups. The Internal Security Forces said Wednesday they have apprehended 44 people of different nationalities as they attempted to flee toward Germany from the northern port of Tripoli. The refugees included 12 Palestinian men displaced from Syria, 17 Palestinian men living in Lebanon, three Palestinian women from Lebanon, a Palestinian woman displaced from Syria, four Ethiopian women, a Bangladeshi, two Syrian men, and four Palestinian children, the ISF said in a statement. Security sources told The Daily Star that the Palestinian men displaced from Syria were originally from the Yarmouk camp next to Damascus, and claimed that most of them staunchly oppose the Syrian government. Most had settled in the refugee camp of Ain al-Hilweh in Sidon after arriving in Lebanon. The refugees were on a bus when they were arrested, waiting for the owner of the vessel to help them aboard, the sources said. The ISF then arrived on the scene and arrested everyone, including the owner of the boat. Security sources claim that this was not a rare incident but was rather occurring on a semi-regular basis. “The only reason they announced today’s operation was because of the large number of refugees captured,” the source told The Daily Star. The source also claimed that such incidents are not exclusive to Tripoli. Smuggling operations also take place in the coastal towns of Chekka and Enfeh. Other refugees board boats posing as fisherman. After making their way out to sea they are met by smugglers with larger boats, aboard which they try to make their way to various European havens, the sources said. The ISF and General Security have recorded several cases of boats ferrying asylum-seekers from Tripoli’s fishing port over the past two months. The vessels used for the journey are often quite small, but carry up to a hundred passengers. Many Syrian and Palestinian refugees have fled to Turkey in hopes of crossing the Aegean Sea to Greece, using it as a portal to reach the rest of Europe and seek asylum. Between 2011 and 2015 some 428,735 refugees have applied for asylum in Europe. Germany, Europe’s biggest economy, has taken in the EU’s highest number of refugees amid the biggest migrant crisis since World War II. The total number is expected to reach 800,000 this year – four times last year’s total – at a cost of about 10 billion euros ($11 billion) to the German state. |

Nine people, including women and children, were killed when a boat smuggling Palestinians from Lebanon's northern port of Tripoli sank in Turkey's territorial waters, one of the survivors said on Wednesday. The state-run National News Agency said the survivor told his relatives that the boat was carrying 40 Palestinians from Syrian camps, mainly Yarmuk in Damascus, who had taken refuge in Palestinian shantytowns in northern Lebanon. The boat left the Port of Tripoli on Monday and when it reached Turkey's territorial waters it sank due to overloading, the survivor said, according to NNA. “The Turkish coast guard helped survivors and took them to hospitals,” he added. It was not clear if the final destination of the migrants was Turkey. |

Al-Qobbeh prison in Tripoli was on Thursday the scene of a new bizarre attempt to smuggle narcotics to one of the inmates. Prison guards seized “50 narcotic pills hidden in a lemon,” the Internal Security Forces said in a statement. The rigged fruit was brought along with some items to one of the prisoners. Seventeen Syrians in east Lebanon escaped from a garage they were being held in by relatives of captured soldiers, a security source told The Daily Star Tuesday. They stayed overnight in a garage in the village of Shmustar and were able to break the door and escape. Media reports said the families held the Syrians to exchange them for the captured soldiers. Meanwhile, the families of the hostages blocked the main northern Batroun-Tripoli highway at Qalamoun, calling for the speedy release of the remaining captives after the Nusra Front freed five soldiers Sunday. Jihadists from ISIS and the Nusra Front are now holding at least 23 soldiers and policemen captive to trade them for Islamist prisoners held at Lebanon’s Roumieh prison. Five soldiers and policemen were freed earlier this week while the body of Ali al-Sayyed, who ISIS beheaded last week, was handed over to the Lebanese Army Monday. In videos posted by the radical groups, the captive soldiers and police officers have pleaded with their communities to block roads in the country to pressure the government to negotiate with the Islamist fighters or they would be killed. The gunmen are demanding the release of Islamist detainees in Roumieh Prison, most of whom have been held since 2007 over involvement in clashes with the Army in the Palestinian refugee camp of Nahr al-Bared. The government has decided to speed up the trials of the detainees and release those who have been in detention longer than any sentence they face. The uncle of one of the kidnapped soldiers was killed Monday in a car accident on the highway linking Beirut to the northern city of Tripoli. On the 30th of August the people of Fnaydek in Aakar took the streets on Saturday and used their cars to block the main road at Mouhammara Bridge in Tripoli in a public protest against the prolonged detention of abducted soldiers. They also set a tent in the middle of Abdeh highway at Mohammara crossing, and said that they would stay there until their kidnapped beloved ones were released, pointing that they "would not back from this decision before reaching a quick solution to this humane file. A similar protests took place in Mash'ha where locals protested against the kidnapping of Lebanese Army soldier, Ibrahim Mustapha Shaaban, from their town, demanding his release along with all other soldiers who were abducted by terrorist groups in Arsal, and in Baalbeck where families closed Riak - Baalbeck International road in both directions next to Talia police station. Similarly, on Sunday the 31st of August the families of soldiers held hostage by Syrian militants took to the streets and cut-off the international highway in Housh Sneid in Baalbek, blocking traffic on both ways and demanding the release of their sons. On the 1st of September, the relatives of the kidnapped military men cut off the roads of Mhamra, Abdeh, Wadi Jamous, maritime road in Akkar. In Qalamoun, the relatives of the kidnapped military men cut off the road both ways demanding the release of captured Army troops and security personnel and in Choueifat, the family of the abducted soldier Abbas Msheik cut off the road with burning tires, pressing for the release of their son and the remaining abducted military men. On the 2nd of September, the family of Hajj Hassan cut off the north Bekaa road at the entrance of Shaat town in the region of Hrebta, in protest at threats to slaughter Ali Hajj Hassan, a soldier from the family who has been kidnapped by the terrorist groups in Arsal. Also, a group of relatives of the abducted military and security elements tried to kidnap 18 Syrians in Shmestar and locked them inside a warehouse, but the Syrians managed to break the door of the warehouse and escape. On the 3rd of September, Tripoli-Akkar highway and Abdeh-Halba highway were cut off on Wednesday morning in solidarity with the captured military men. Fighting resumed in Zahleh, Tripoli, and Zgharta, with heavy weaponry. Most Christians fled from Tripoli as well as the Christian villages in the Akkar, and they headed toward the Christian-populated region of Kesrouan, in the northern suburbs of Mount Lebanon. In parallel, tension was on the rise in the capital, paving the way for a resumption of violence. On September 13, 1975, the Dekwaneh-Tel al-Zaatar front in East Beirut flared up, and in the following days, clashes spread to front-line zones, namely Ain al-Remmaneh-Chiyah and—for the first time—downtown Beirut. Snipers, positioned at all the city’s main entry points, were shooting at children, women, and men. Some historians reported that scores of civilians were killed at crossroads, under the bridges, and especially in the areas separating Christian areas from Muslim ones. |

Over the course of three days, Christian militias on one hand and Lebanese Leftist and Palestinian militias on the other clashed in various parts of the country. In Beirut, fighting broke out in areas where there was some proximity between Christian-populated residential areas and Palestinian camps or Muslim-populated areas, which would later become regular conflict zones: Dekwaneh-Tel al-Zaatar, Ain al-Remmaneh, Chiyah, Haret Hreik, Mreijeh, Burj al-Barajneh, Karantina, Maslakh, and Ashrafieh. Weapons included rocket launchers, automatic rifles, and mortars of small caliber. Clashes also broke out in North Lebanon between Tripoli and Zgharta. In the Shuf, Palestinian commandos from the Barja region attacked two neighboring Christian villages (Ain al-Assad and Marj Barja), causing a temporary displacement of population toward the Christian-populated East Beirut. And in Saida a general strike was ongoing, with continuous explosions and gunfire. During this time, according to newspaper reports, 300 people were killed, 1,500 buildings destroyed, and losses amounting to $200 million were reported by the Chamber of Commerce and Industry. Mahmud Riad, the secretary general of the League of Arab States, landed in Beirut on April 14 and announced a ceasefire on April 16. The Kataeb, the PLO, the National Movement (NM), and the PNL agreed to retract their armed members from the streets. The Kataeb handed over two of the seven party members who were accused of the bus shooting. The ceasefire remained shaky, however, because various incidents of abductions, explosions, and clashes were still taking place across the country. |
