عندما يُقيِّم البنك الدولي الحرب في أوكرانيا والنزاعات في فلسطين ولبنان

في الفترة الممتدّة بين شهرَيْ شباط/فبراير وآذار/مارس ٢٠٢٥، أصدرَ البنك الدولي ٣ تقارير لتقييم التكلفة الاقتصادية الناجمة عن "الحرب" في أوكرانيا و"النزاعات" في كلّ من غزّة ولبنان. تسمح هذه التقارير بإجراء قراءة مُقارَنة تتناول منهجية التقييم التي يُفترَض أن تكون "موحّدة ومُعترَف بها دوليًا بشكل كافٍ" (البنك الدولي ٢٠٢٥أ، ص. ٥٢). ومن هنا، يُقدِّم هذا المنظور المُقارَن رؤيةً نقدية للبُعد السياسي الذي ترتكِز عليه تقييمات البنك الدولي، لا بل يكشف أيضًا عن تعدُّد استخداماتها كأدواتٍ في سياق العلاقات الدولية.

Quand la Banque Mondiale évalue la guerre en Ukraine et les conflits en Palestine et au Liban

Entre février et mars 2025, la Banque Mondiale (BM) a publié 3 rapports d’évaluation portant sur la facture économique de la « guerre » en Ukraine et des « conflits » à Gaza et au Liban. Ces rapports se prêtent à une lecture comparative portant sur leur méthodologie d’évaluation supposée être « standardisée et suffisamment reconnue internationalement » (BM 2025a, p. 52).

When the World Bank Assesses the War in Ukraine and the Conflicts in Palestine and Lebanon

Between February and March 2025, the World Bank (WB) published three assessment reports on the economic toll of the “war” in Ukraine and the “conflicts” in Gaza and Lebanon. These reports lend themselves to a comparative reading of their assessment methodology, which is supposed to be “well-established and globally recognized” (WB 2025a, p. 52). A cross-analysis offers a critical perspective on the political construction of WB assessments and, a fortiori, on their multiple use as instruments within international relations.

Achieving Long Term Goals on Sexual and Gender-Based Violence (SGBV) Protection in Lebanon

Introduction

Nongovernmental organisations (NGOs) working on sexual and gender-based violence (SGBV) protection and response in Lebanon aim to provide holistic services across the country with a survivor-centred approach. Many organisations provide services in-house, while other services require external referrals through a strong referral system. However, funding is scarce and government support is negligible. This is particularly evident in the areas of shelters and legal aid.

Setting the Agenda towards Gender Equity

The 2018 parliamentary elections in Lebanon witnessed the largest participation of women in the country’s history with 86 out 113 female candidates making it on the final electoral lists (Baturni and Halinan 2018, 1-3). Yet, out of the 128 elected candidates, only 6 were women (The Daily Star 2018). More recently, since the October 2019 protests, women have been at the forefront of mobilisations, organising sit-ins, marches, demonstrations, and chanting feminist slogans.
