International Financial Institutions Breaking Down Social Contracts in the MENA

International financial institutions (IFIs) such as the World Bank and the International Monetary Fund (IMF) have played a key role in influencing socio-economic policies across the MENA region, notably through the provision of conditional loans. Embedded within a hegemonic neoliberal ideology, the policies and reforms backed by the IFIs have pushed forward an “effective” minimal state with low social spending costs.

الحماية الإجتماعية تستثني اللاجئين/ات الفلسطينيين/ات

تُعتبر القوانين والأنظمة الخاصّة بالحماية الاجتماعية إقصائيّة بشكل منهجي ولا تؤمّن الحماية لأغلبيّة واسعة من السكّان. فبما أنّ الوصول إلى برامج الضمان الاجتماعي مرتبط بالعمل النظامي، إنّ اللاجئين/ات الفلسطينيّين/ات في لبنان يواجهون عقبات تشريعيّة وعمليّة في الحصول على عقود العمل والوصول إلى الضمان الاجتماعي. وقد أدّت هذه العوائق التي تحول دون الوصول إلى العمالة الرسميّة وبالتالي التأمين الاجتماعي، إلى تحويل اللاجئين/ات الفلسطينيين/ات إلى مستفيدين/ات على المدى الطويل من المساعدات الاجتماعيّة، وخلقت حالة طويلة الأمد من الهشاشة المزمنة.
 

Social Protection in Lebanon Excludes Palestinian Refugees

The laws and regulations relevant to social protection are systemically exclusionary and fail to protect a vast majority of the population. As access to national social security schemes is linked to formal labour, Palestine refugees in Lebanon encounter legislative and practical barriers in obtaining work contracts and accessing social security. Barriers in accessing formal labour and hence social insurance have transformed Palestine refugees into long-term recipients of humanitarian assistance, and created a protracted situation of chronic vulnerability.

تقدّم قائمة مصطلحات العدالة الاجتماعية مفاهيم متعلّقة بالعدالة الاجتماعية والضمان والحماية الاجتماعية من منظور قائم على الحقوق. وتساهم في تحويل السرديّة العامّة المتعلقة بالضمان والحماية الاجتماعية إلى خطاب مبني على الحقوق، كما تهدف إلى وضع هذه القضايا على أجندات السياسات العامة.

تم تطوير هذه السلسلة بالشراكة مع منظمة اليونيسف، وتم نشرها على قنوات التواصل الاجتماعي الخاصة بالمركز بين أيّار/مايو وحزيران/يونيو ٢٠٢٢.

It contributes to shifting the narrative on social security and protection to a citizen and rights based discourse, and aims to set these issues on public and policy agendas.

Extended Arenas of “Hirak”: Anti-Sectarian Electoral Contestation in Students and Syndicates’ Elections

Introduction

With the culmination of the “October Revolution” in 2019, Lebanon witnessed the rise of anti-sectarian independent groups competing in (university) students and syndicates elections against the traditional political parties. Their electoral victories brought about hope in the challenging of the entrenched sectarian political system, but more significantly, was utilized as a predictor to power shifts in the May 2022 parliamentary elections.

التحرّك ضدّ القمع. أبعاد تقليص الفضاء المدني في لبنان

خلال السنوات الماضية، استُهدف الفضاء المدني في لبنان بشكل متزايد من خلال التدابير القمعية، بما في ذلك القيود على حرّية التجمّع، والاعتقالات، والاستدعاءات، واستجواب الفاعلين/ات والناشطين/ات في المجتمع المدني، بالإضافة إلى القمع العنيف للمظاهرات وغيرها من الإجراءات. بناءً على المسح الذي أجريناه للتحرّكات الاجتماعية في لبنان، والبيانات بين كانون الثاني/يناير ٢٠٢١  وآذار/مارس ٢٠٢٢، تمّ رصد ٨٤ تحرُّكًا أدان الاعتقالات والاستدعاءات التعسّفية للناشطين/ات والصحفيين/ات والفنّانين/ات.

Mobilising Against Repression. Another Look at Lebanon's Obstructed Civic Space.

Over the past years, civic space in Lebanon has been increasingly contained with oppressive measures, including restrictions on freedom of assembly, arrests, summonings, and interrogations of civil society actors and activists, as well as violent repression of demonstrations, among others. Based on our Mapping of Collective Actions in Lebanon, and looking at data between January 2021 and March 2022, 84 collective actions denounced the arbitrary arrests and summonings of activists, journalists, and artists.
