Security Forces Detain 56 Outlaws on Day 2 of Security Plan | Lebanese Armed Forces (LAF), ISF(internal security forces) |
The joint security force continued on Friday to implement a security plan established for the Bekaa Valley, detaining dozens of fugitives, the state-run National News Agency reported. Several areas were raided in search for outlaws, who are wanted on security and judicial warrants. Interior Minister Nouhad al-Mashnouq, General Security chief Maj. Gen. Abbas Ibrahim and Internal Security Forces chief Maj. Gen. Ibrahim Basbous carried out a tour in the area to inspect the implementation of the plan. The joint force is comprised of the Internal Security Forces' special panthers unit and the Lebanese army. Mashnouq stressed during a press conference from the Ablah barracks that the security plan confirms the presence of the state in the Bekaa and aims at preventing outlaws from returning from Syria. “There was an impression that the Bekaa was not under the state's authority but the security plan proves otherwise,” Mashnouq told reporters. The minister said that “the people of the Bekaa support the state and welcomed the deployment of the joint security forces.” He pointed out that the security plan will continue in an attempt to announce the Bekaa free of outlaws, drugs and criminal activity. The army said later on Friday in a communique that the joint security forces in the Bekaa detained 56 outlaws, seized 18 illegal vehicles and confiscated two tons of hashish. “Several raids were carried out in Baalbek, Brital, Hawr Taala, Douris, Hammoudiyeh and other villages,” the statement pointed out. Two tons of hashish were seized from a depot in Hammoudiyeh, in addition to military equipment and communication devices. The detainees and confiscated items were handed over to the competent authorities. On Thursday, ten fugitives were detained and 18 stolen vehicles seized. Media reports had said that the suspects had fled the Bekaa ahead of the implementation of the plan, which has been announced by al-Mashnouq 15 days prior its execution. “We realize that dangerous offenders fled to Syria, but the security plan is to prevent them from returning,” Mashnouq noted during his press conference on Friday. The minister revealed that an operation chamber was established for the Bekaa to pursuit all the fugitives. Fixed and random checkpoints were erected on Thursday. The army announced in a communique that the plan aims at “consolidating security and stability in the Bekaa region, combating organized crime and pursuing suspects and fugitives.” Speaker Nabih Berri has recently warned offenders in the Bekaa Valley that they will eventually have no choice but to hand themselves over to security forces, flee the country or face death ahead of the implementation of the security plan. The plan seeks to clamp down on criminals in the Bekaa where certain areas, such as the town of Brital, are known to be a safe haven for car-theft gangs and drug dealers, as well as networks that kidnap people in return for ransom. The army had launched a crackdown on suspects and fugitives in the northern city of Tripoli and several other areas in an attempt to halt security chaos across the country. http://www.naharnet.com/stories/en/167303-security-forces-detain-56-outl... A Syrian refugee woman froze to death in Lebanon’s Bekaa Valley Thursday, as falling temperatures and snowfall resumed across the country, blocking roads which had been reopened during two days of sunny weather, security sources told The Daily Star. The sources said 48-year-old Rama Tahrani died of cold overnight Thursday inside her unheated tent in Baalbek when temperatures dropped to less than -2 degrees Celsius. Tahrani’s two young daughters, who had survived the cold, were taken in by a Lebanese family to host them, the sources said. Tahrani is the latest victim of Lebanon's unusually chilly winter, after a massive storm ripped through the country, burying mountain villages under thick layers of snow. Last week three Syrians died after being caught in the storm on the outskirts of the Shebaa Farms while trying to cross into Lebanon. Many roads in mountainous areas and Lebanon’s eastern Bekaa Valley were blocked again Thursday after the snowfall resumed early morning. The main Beirut-Damascus highway that connects the Bekaa with the capital and Mount Lebanon was accessible only to four-wheel-drive cars and vehicles equipped with metal chains, as snowfall started at 900 meters above sea level, police said in a statement. In Baalbek, roads were blocked again, disrupting traffic in the northern Bekaa city. More than five centimeters of snow blocked inner streets, prompting many schools to suspend classes for the day. In southeast Lebanon, the villages of Shebaa and Rashaya, which had been completely cut off during last week’s snowstorm “Zina” that battered the country for several days, roads were accessible only to four-wheel-drive cars. Police said the roads in the high mountains, including Tarshish-Zahle and Yanta in the Bekaa, were completely blocked. http://www.dailystar.com.lb/News/Lebanon-News/2015/Jan-15/284178-syrian-... |

Fighting between Palestinian and Muslim militias on the one hand and Christian militias on the other resumed in North Lebanon. Tripoli, Zgharta, and Zahleh saw hundreds of shells, mortars, and rockets dropped on densely populated areas. People were being kidnapped on both sides, and summary executions took place. For instance, in Zahleh alone, at least 500 mortar shells were fired from villages and towns surrounding the city. The Lebanese Army responded by firing in the direction of these places. It was estimated that 30 civilians were killed that day alone, and at least 40 had been wounded. |

Fighting resumes in North and Beirut |
Fighting resumed in Zahleh, Tripoli, and Zgharta, with heavy weaponry. Most Christians fled from Tripoli as well as the Christian villages in the Akkar, and they headed toward the Christian-populated region of Kesrouan, in the northern suburbs of Mount Lebanon. In parallel, tension was on the rise in the capital, paving the way for a resumption of violence. On September 13, 1975, the Dekwaneh-Tel al-Zaatar front in East Beirut flared up, and in the following days, clashes spread to front-line zones, namely Ain al-Remmaneh-Chiyah and—for the first time—downtown Beirut. Snipers, positioned at all the city’s main entry points, were shooting at children, women, and men. Some historians reported that scores of civilians were killed at crossroads, under the bridges, and especially in the areas separating Christian areas from Muslim ones. |

Round of clashes in Zahle | As-Saiqa (Vanguard of the Popular Liberation War) |
Fighting stopped to a large extent on June 30 when the government announced that a cabinet was formed, reached with Syrian mediation. It was agreed that the barricades would be dismantled, heavy weapons withdrawn, and ISF units deployed. Still, sporadic attacks took place that evolved into a new round of clashes between August 28 and September 3, 1975, mainly between the Christian-populated city of Zahleh and gunmen from neighboring villages with the support of as-Sa’iqa. A string of abductions on both sides and summary executions took place. The fighting included shelling residential areas as well as looting, destruction of property, and gunfire. |

In the Beqaa, three people were killed in the clashes.41 In Tripoli, shops and offices owned by Christians were blown up by dynamite, causing Christian families to flee toward Beirut or their mountain villages. In the Shuf, Aley and Upper Metn, acts of violence committed by Druze gunmen against Christians or by Christian gunmen against other Christians affiliated to the NM drove many Christian families to leave the area. These acts included blowing up cars or houses, threats, abductions, and murder. |
