Can Ration Cards Save Lebanon’s Poor Without Universal Social Security?

This infographic provides an overview of the Ration Cards Program targeting poor and vulnerable households to provide them with financial assistance. It illustrates the eligibility criteria to benefit from this programme, their inherent limitations and exclusions, which render it as hardly a short-term fix. More importantly, the infographic calls for a broader social security framework that is inclusive, rights-based, and sustainable. 

 

An intersectional perspective on social (in)security. Making the case for universal social protection in Lebanon

This policy brief analyzes the shortcomings of the social protection system in Lebanon against intersectional forms of discrimination. It questions the fragmentation and the deficiencies of the social protection system highlighting the articulation of exclusionary logics linked to gender, ethnicity, work and residential status, age or disability. This briefing paper then stresses that the shortcomings of the social protection system reflect, sustain and (re)produce more profound social hierarchies characterizing the Lebanese social and political landscape.

Shifting The Paradigm. Towards inclusive and fair social protection making in Lebanon - تغيير منظومة المفاهيم. نحو أنظمة ضمان اجتماعي شاملة وعادلة في لبنان

The Inclusive Social Security Forum MENA, Institute of Political Science at the Université Saint Joseph, Beirut, and the Centre of Social Sciences Research and Action hosted the full day hybrid event “Shifting The Paradigm. Towards inclusive and fair social protection making in Lebanon” on 18 November 2021. This event was part of the ISSPF Signature Event. The day was divided into 2 panels and a workshop, and moderated by Mr. Adib Nehme (Arab NGO Network for Development).

As Lebanon enters its third year of multilayered crises, including socio-economic collapse, the majority of the population is pushed into pauperism and vulnerability amidst an absence of universal social security and protection.

Indeed, prior to the crisis, at least one third of the workforce was already excluded from any form of social protection.

This short film documents the lived experiences of people residing in Lebanon in 2021, how the current compounded crises have affected them, and how they attempt to adjust to these crises amidst the lack of universal and inclusive social security policies. It follows the stories of Jamileh and Salim, Oum Khaled, Ilatt, and Fatima and their day-to-day struggles in this context.

Introduction

The social protection system is an indispensable institution that delivers support to disadvantaged groups in any society. It is an essential process that keeps the community viable and has the capacity to bridge social inequalities. A modern social protection system includes removing barriers to high-quality healthcare, income protection (including for informal workers), job protection, and, finally, preventing vulnerable groups from falling into poverty.
