هذا التقرير عبارة عن دراسة تحليلية تتناول أثر الأزمة الاقتصادية اللبنانية المتعددة المستويات وتداعياتها على صعيد الحماية الاجتماعية في لبنان. ويهدف التقرير إلى دراسة آليات الحماية الاجتماعية وأنظمة الرعاية الصحية والتغطية الفعلية في لبنان في ظل أزمة اجتماعية واقتصادية مستمرة تعصف بالبلد منذ بدء الانهيار المالي في أواخر العام ۲٠۱۹. تستند الدراسة إلى استطلاعٍ أُجريَ بين شهرَيْ تموز/يوليو وآب/أغسطس ۲٠۲۲، من خلال عيّنة تمثيلية تضم ۱٣۲٧ مُستطلَعًا/ة من الجنسية اللبنانية. لقد كانت العينة متوازنة بين الجنسَيْن، وشملت ۲٦ من الأقضية الموزعة بين جميع المحافظات الثماني.

Unprotected. Survey Report on The Challenges of The Current Social Protection System in Lebanon Amidst The Crisis.

This report analyzes the impact of the multilayered Lebanese economic crisis and its major macroeconomic shocks on the social protection landscape in Lebanon. It aims to examine the social protection mechanisms and effective health care systems and coverages in Lebanon, amid an ongoing social and economic crisis hitting the country since the financial collapse of late 2019. The study is based on a survey conducted between July and August 2022, with a nationally representative sample of 1,327 respondents of Lebanese nationality.

الأزمة والتقاعد: معاناة المسنّين/ات العاملين/ات في القطاع العام لتأمين احتياجاتهم/نّ

يشغل التأمين الاجتماعي في لبنان أعلى حصّة من نفقات الحماية الاجتماعية (أيّ ۸٥% من إجمالي الإنفاق - وفقًا لموازنة عام ۲٠۱۹)؛ وشكّلت المعاشات التقاعدية وحدها حوالي ٣% من الناتج المحلي الإجمالي في عام ۲٠۲٠ واستفاد منها فقط ۲% من السّكان (البنك الدولي، ۲٠۲۲). إضافةً إلى ذلك، لا يغطّي نظام المعاش التقاعدي في لبنان سوى موظفي/ات الدولة والسلك العسكري، ويمثّل هؤلاء ما يقلّ عن ۱٠% من السكّان العاملين/ات (البنك الدولي، ۲٠۲۲).

الشيخوخة في أوقات الأزمات: العاملون/العاملات في القطاع الخاصّ في مواجهة تفاقم انعدام الأمن الاجتماعي في لبنان أثناء مرحلة الشيخوخة

سمير، سائق سيارة أجرة يبلغ من العمر ٧۲ سنة، عمل على مدى العامين الماضيين طيلة أيّام الأسبوع ليتمكّن من تأمين نفقات المعيشة الأساسية. يوقف سيارته في ظلِّ شجرةٍ لكي يأخذ قيلولة تجعله يستمرّ في العمل حتّى اللّيل، ويقول: "أريد أن أعيش بكرامة وسأعمل حتّى الرمق الأخير لأضمن كرامتي."[1]

Making the Case for Universal Social Protection in Lebanon | January, 2022-نحو حماية اجتماعية شاملة في لبنان | كانون الثاني/يناير، ٢٠٢٢

As Lebanon enters its third year of multilayered crises, including socio-economic collapse, the majority of the population is pushed into pauperism and vulnerability amidst an absence of universal social security and protection.

Indeed, prior to the crisis, at least one third of the workforce was already excluded from any form of social protection.

This short film documents the lived experiences of people residing in Lebanon in 2021, how the current compounded crises have affected them, and how they attempt to adjust to these crises amidst the lack of universal and inclusive social security policies. It follows the stories of Jamileh and Salim, Oum Khaled, Ilatt, and Fatima and their day-to-day struggles in this context.
