The Social Movement in Lebanon: One Year of Data and Trends - التحرُّكات الاجتماعية في لبنان: إضاءة على البيانات والاتّجاهات خلال عامٍ كامل

On October 17, numerous protests took place across Lebanon, triggered by the cabinet’s decision to tax Voice Over Internet Protocol calls such as Whatsapp, Viber, and Messenger calls. As the mobilisation cycle unfolded, in an unprecedented geographic spread,  demands of the protestors appeared to demand social justice, accountability, and a political and systemic change in the country. 
While collective actions were still ongoing throughout 2020, the spread of COVID-19 imposed a new reality, from March 2020 onwards, with a partial halt of the physical manifestation of the social movement and pushing activists to explore different modes of action. 
Lebanon Support has been documenting these collective actions on a daily basis, and publishing content in various formats such as digests, infographics, visuals, mappings, charts, and trends among others.
This newsletter aims to highlight Lebanon Support’s contributions to the discussion around the October 17 social movement, by showcasing its publications on the Civil Society Society Knowledge Center, online, as well as on social media platforms, over the 365 days that have passed. 

في ١٧ تشرين الأوّل/أكتوبر، انطلقت سلسلة من التظاهرات في مناطق لبنانية مختلفة، معترضةً على قرار مجلس الوزراء بفرض ضريبة على المكالمات الصوتية عبر الإنترنت، مثل مكالمات واتساب وفايبر وميسينجر. ومع انتشار التحرُّكات على نطاقٍ جغرافي غير مسبوق، بدا أنَّ مَطالِب المحتجّين تتمحور حول العدالة الاجتماعية والمحاسبة والتغيير السياسي والبنيوي في البلد.

وفي حين استمرّت التحرُّكات الاجتماعية طيلة عام ٢٠٢٠، إلّا أنَّ جائحة كورونا المستجدّ فرضَت واقعًا جديدًا، اعتبارًا من شهر آذار ٢٠٢٠، فتوقَّفَت جزئيًا المظاهر الحضورية للحركة الاجتماعية، ما دفعَ الناشطين إلى البحث عن طرق مختلفة للتحرّك. 

يقوم مركز دعم لبنان برصد هذه التحرُّكات يوميًا والنشر حولها بعدّة طرق، مثل الملخّصات والرسوم البيانية والخرائط التفاعلية والبيانات التفاعلية والموجزات وغيرها.
تهدف هذه النشرة إلى تسليط الضوء على مساهمات مركز دعم لبنان في النقاش حول حركة ١٧ تشرين الأول الاجتماعية، من خلال عرض منشوراته على بوّابة المعرفة للمجتمع المدني، وكذلك على منصّات التواصل الاجتماعي، على مدار الأيّام ال٣٦٥ الماضية.

Number of collective actions by year

 

To date, a total of 4338 have been documented on our Map of Collective Actions from October 17, 2019 up until October 17, 2020. However, these mobilisations were not new: various groups have been mobilising for years notably around social and economic demands. In 2018 179 collective actions were mapped, 419 in 2017, 468 in 2016, and 324 in 2015. This shows the accumulation and build up of successive punctual collective actions and movements over time and ultimately underlines the urgency of a new social contract whereby citizens reclaim the Lebanese state. A social contract that is based on social justice, redistributive policies, and progressive taxes.

حتّى الآن، تمّ رصد ٤٣٣٨ تحرُّكًا على خريطة التحرُّكات الاجتماعية من ١٧ تشرين الأوّل/أكتوبر ٢٠١٩ حتّى ١٧ تشرين الأوّل/أكتوبر ٢٠٢٠. ومن الجدير بالذكر أنَّ هذه التحرُّكات ليست جديدة: فلطالما تحرّكت عدّة مجموعات على مدى سنوات من أجل المطالبة بحقوق اجتماعية واقتصادية. على سبيل المثال، تمّ رصد ١٧٩ تحرُّكًا اجتماعيًا في العام ٢٠١٨، و٤١٩ تحرُّكًا في العام ٢٠١٧، و٤٦٨ تحرُّكًا في العام ٢٠١٦، و٣٢٤ تحرُّكًا في العام ٢٠١٥. يدلّ ذلك على تراكم وتكاثُر التحرُّكات الاجتماعية المتتالية مع مرور الوقت، ويؤكّد على الحاجة المُلِحَّة إلى عقد اجتماعي جديد يستعيد المواطنون بموجبه الدولة اللبنانية؛ عقدٌ اجتماعي يستند إلى مبادئ العدالة الاجتماعية وسياسات إعادة التوزيع والضرائب التصاعدية.
 

 

Number of collective actions by Actors / Mobilising structures

82% of collective actions were organised by Collective / informal group(s) as a main mobilising structure while workers group accounted for 5%. While the workers’ movement in the country has been, since the civil war, systematically co-opted by establishment political parties, diluting workers rights and demands, alternative workers organising attempts have been recurring since the years 2000s notably, with the experience of public schools teachers. The October 17 social movement has also seen the emergence of alternative workers organising, such as professionals, university teachers, and civil society workers.
 

 

عدد التحرُّكات الاجتماعية حسب الجهات الفاعلة/الهياكل التي تقود التحرُّك

تمّ تنظيم ٨٢% من التحرُّكات الاجتماعية من قبل تجمّعات/مجموعات غير رسمية، بينما مثّلت مجموعات العمّال/النقابات نسبةً لا تتعدّى الخمسة في المئة. وفي حين أنَّ الأحزاب السياسية تستأثر منذ الحرب الأهلية بالحركة العمّالية بشكلٍ منهجي، ما أدّى إلى إضعاف حقوق العمّال ومطالِبهم، إلَّا أنَّ محاولات التحرُّك العمّالي البديل بدأت تظهر بشكلٍ ملحوظ منذ العقد الأوّل من الألفية الثالثة، وتحديدًا مع تجربة أساتذة المدارس الرسمية. وشهدَت حركة ١٧ تشرين ظهور تنظيمات عمّالية بديلة، مثل المهنيين وأساتذة الجامعات والعاملين في المجتمع المدني.
 

Number of collective actions by Objective

76% of collective actions identified as “revolutionary” (seeking radical change across society/ political system), with the majority of them also revolving around policy/governmental measures. Specifically, protesters have been calling for greater accountability, as well as political and systemic change in the country, at all levels of government. Protesters are making direct links between the sectarian consociational regime and the structural economic challenges, as well as the collusion between financial and political interests and the capture of state revenues by the business/political class.

تمّ تصنيف ٧٦% من التحرُّكات الاجتماعية باعتبارها "ثورية" (تسعى إلى إحداث تغيير جذري عبر المجتمع/النظام السياسي)، وتتمحور غالبيتها حول التدابير السياساتية/الحكومية. طالبَ المحتجّون بالمحاسبة، فضلاً عن التغيير السياسي والمنهجي في البلد، على جميع مستويات الحُكم. ويُقيم المحتجّون روابط مباشرة بين النظام الطائفي التوافقي والتحدّيات الاقتصادية الهيكلية، فضلاً عن التواطؤ بين المصالح المالية والسياسية والاستيلاء على عائدات الدولة من قِبَل طبقة الأعمال/الطبقة السياسية.
 

Number of collective actions by grievances

78% of collective actions were motivated by grievances concerning access to socio-economic rights, with the majority of them also linked to fighting corruption, as well as voicing policy grievances. Indeed, looking at the past 3 years, access to socio-economic rights and policy grievances have been the most recurrent causes and grievances for collective actions in the country. Civil society actors have been advocating for greater access to healthcare, education, affordable housing, social protection, and the enactment of economic reforms, among others.

كانت ٧٨% من التحرُّكات الاجتماعية لها دوافع متعلّقة بالحصول على الحقوق الاجتماعية-الاقتصادية، كما ارتبطت غالبيتها أيضًا بمكافحة الفساد، فضلاً عن الاحتجاج على السياسات. في الواقع، وبالنظر إلى السنوات الثلاث الماضية، شكَّلَت الحقوق الاجتماعية-الاقتصادية والسياسات أبرز دافع لقيام التحرُّكات الاجتماعية في البلد. ودعَت الجهات الفاعلة في المجتمع المدني إلى الإصلاح الاقتصادي، والوصول إلى التعليم، والوصول إلى الخدمات العامة، والوصول إلى السكن، الوصول إلى الحماية الاجتماعية، والمساواة الجندرية، والحفاظ على البيئة، والعدالة والمساءلة والحريات، والوصول إلى المساحات العامة والحفاظ عليها.
 

Number of collective actions by Mode of Action

The prevalent modes of action used by protesters were: sit ins (40%), roadblocks (40%), demonstrations (19%), tire burning (16%), and marches (14%). While protestors have been often criticised for using roadblocks and tire burning, our data has shown that these two modes of action have also been recurrently used by protesters in past cycles of mobilisations and protests. Indeed, almost one third of all coded collective actions (132 out of 456) mapped between 2017 up until the 16th of October 2019, have involved road blocking and/or tire burning.Workers unions and groups (such as EDL workers, the Land Transportation Union), affected groups (such as NIMBY groups), and collectives, have all used these modes of action to various ends, as a result of the successive governments’ unresponsiveness to demands. Political parties (such as Free Patriotic Movement, Amal, Hezbollah, Lebanese Forces, Future Movement, Progressive Socialist Party), have also repeatedly had recourse to these modes of action.

لجأ المحتجّون إلى طرق الاحتجاج التالية: الاعتصامات (٤٠%)، قطع الطرق (٤٠%)،المظاهرات (١٩%)، حرق الإطارات  (١٦%)، والمسيرات (١٤٪). وعلى الرغم من انتقاد المحتجّين في كثيرٍ من الأحيان بسبب لجوئهم إلى قطع الطرق وحرق الإطارات، أظهرت البيانات المتوفرة لدينا أنَّ هذين الأسلوبَيْن قد استُخدِما بشكلٍ متكرّر من قِبَل المحتجّين في التحرُّكات والاحتجاجات السابقة. في الواقع، تضمَّنَ ما يقارب ثلث التحرُّكات المرصودة، منذ العام ٢٠١٧ حتّى ١٦ تشرين الأوّل/أكتوبر ٢٠١٩ (١٣٢ من أصل ٤٥٦)، حرق الإطارات و/أو قطع الطرق. ونتيجةً لعدم استجابة الحكومات المتتالية للمطالب الشعبية، تمّ اعتماد هذين الأسلوبَيْن من قِبَل كلّ من نقابات ومجموعات العمّال (مثل عمّال مؤسّسة كهرباء لبنان واتّحاد النقل البري)، والمجموعات المتضرّرة (مثل مجموعات NIMBY)، والتجمّعات / المجموعات غير الرسمية. بالاضافة الى ذلك، لجأت الأحزاب السياسية (مثل التيّار الوطني الحرّ، وحركة أمل، وحزب الله، والقوّات اللبنانية، وتيّار المستقبل، والحزب التقدّمي الاشتراكي) إلى استخدام هذه الأساليب في تحرُّكاتها الاحتجاجية.
 

Collective Action digest - 22 October 2019

The digest [here] provides an overview of the data trends from our map of collective action between 17 and 21 October 2019.The collective actions that were mapped during this period made up, thus far, 43% of the total number of collective actions mapped since the beginning of the year 2019 (348). The digest also shows that 86% of the collective actions mapped since the beginning of the year (299 collective actions) were linked to access to socio-economic rights. Data showed how ultimately, street mobilisations underlined the urgency of a new social contract whereby citizens reclaim the Lebanese state. A social contract that would be based on social justice, redistributive policies, and progressive taxes. 
 

ملخّص التحرُّكات الاجتماعية – ٢٢ تشرين الأوّل/أكتوبر ٢٠١٩

يُقدّم الملخّص [هنا] لمحة عامّة عن اتّجاهات بيانات خريطة التحرُّكات الاجتماعية في الفترة الممتدّة بين ١٧ و٢١ تشرين الأوّل/أكتوبر٢٠١٩. شكّلت، حتّى الآن، التحرُّكات الاجتماعية التي تمّ رصدها في هذه الفترة ٤٣% من إجمالي عدد التحرُّكات الاجتماعية المرصودة منذ بداية سنة ٢٠١٩ (٣٤٨). ويُبيّن الملخّص أيضًا أنَّ ٨٦% من التحرُّكات الاجتماعية التي تمّ رصدها منذ بداية السنة (٢٩٩ تحرُّكًا اجتماعيًا) كانت مرتبطة بالمطالبة بالحقوق الاجتماعية-الاقتصادية. وأظهرت البيانات كيف أنَّ التحرُّكات في الشوارع أكّدت في نهاية المطاف على الحاجة المُلِحَّة إلى عقد اجتماعي جديد، يستعيد المواطنون بموجبه الدولة اللبنانية؛ عقدٌ اجتماعي يستند إلى مبادئ العدالة الاجتماعية، وسياسات إعادة التوزيع، والضرائب التصاعدية.
 

Collective Action digest- 4 February 2020

The digest [here], written by Nizar Hassan, critically analysed mobilisations trends between 2015 and 2018 based on our collective actions database. Between 2015 and 2018, 1,390 collective actions have been mapped with 324, 428, 419, and 173 collective actions mapped respectively in 2015, 2016, 2017, and 2018. These included demonstrations, road-blockades, sit-ins, strikes, and online campaigns among other forms of protest. Interestingly, the data shows a slight and progressive decentralisation of the collective actions throughout the years. 75% of collective actions mapped from 2015 to 2018, were related to government policies (or a lack thereof). Although socio-economic rights and policy grievances were the two most recurrent causes of collective actions mapped since 2015, most of these were mostly linked to limited reform targeting a specific policy, rather than demanding larger progressive policy change.

حلّل الملخّص[هنا]، الذي أعدّه نزار حسن، اتّجاهات التحرُّكات في الفترة بين ٢٠١٥ و٢٠١٨ تحليلًا دقيقًا، بالاستناد إلى قاعدة بيانات التحرُّكات الاجتماعية. فتمّ رصد ١٣٩٠ تحرُّكًا اجتماعيًا في الفترة بين ٢٠١٥ و٢٠١٨، فسُجّل ٣٢٤ تحرُّكًا، و٤٢٨ تحرُّكًا، و٤١٩ تحرُّكًا، و١٧٣ تحرُّكًا في ٢٠١٥ و٢٠١٦ و٢٠١٧ و٢٠١٨ على التوالي. شملَت هذه التحرُّكات المظاهرات، وقطع الطرق، والاعتصامات، والإضرابات، والحملات الإلكترونية، وغيرها من أشكال الاحتجاج. واللافت أنَّ البيانات تُظهِر نوعًا من اللامركزية الطفيفة والتدريجية للتحرُّكات الاجتماعية على مرّ السنين. كانت ٧٥% من التحرُّكات الاجتماعية التي تمّ رصدها في الفترة بين ٢٠١٥ و٢٠١٨ مرتبطة بالسياسات الحكومية (أو غيابها). وعلى الرغم من أنَّ الدافع الأكثر تكرارًا للتحرُّكات الاجتماعية التي تمّ رصدها منذ ٢٠١٥ كان الحقوق الاجتماعية-الاقتصادية والاحتجاجات المتعلّقة بالسياسات، ارتبطت معظم التحرُّكات بشكل أساسي بإصلاحاتٍ محدّدة تستهدف سياسة معيّنة، بدلًا من المطالبة بتغيير تدريجي في السياسات على نطاقٍ أوسع.
 

Collective Action digest - Special Issue (October 2019 - January 2020)

This digest [here] provides an overview of the content we have published around the mobilisations between 17 October 2019 and 4 February 2020. It includes publications in various formats such as infographics, visuals, mapping, charts, trends among others. It documents the unfolding of the October protests day by day, with key trends and insights relating to the main demands, grievances, modes of actions used, as well as mobilising actors. It notably allows to deconstruct generalisations on Lebanon's social mobilisations, and show that people in Lebanon are continuously mobilising, using various modes of action, and in response to a diversity of grievances not merely limited to partisan and/or confessional affiliations.
 

ملخّص التحرُّكات الاجتماعية – إصدار خاصّ (تشرين الأوّل/أكتوبر ٢٠١٩ – كانون الثاني/يناير٢٠٢٠)

What mobilises Lebanon? Focus on socio-economic demands -

Building on the data from the mapping of collective actions, Lebanon Support published an infographic visualising the main socio-economic demands of the social movement, all the while shedding light on the continuous advocacy efforts of civil society actors for decades prior to the October 17 social movement. These demands notably include: economic reforms, access to healthcare, affordable housing, access to social protection, access to education, gender equality, justice, accountability, and freedoms among others. #OccupyBeirut: Re-Imagining the City Since the October 2019 Protests 

This visual provides an overview of the key protest sites in Beirut which have been reclaimed by protestors, specifically, emblematic spaces in Beirut, including abandoned, and previously inaccessible buildings, in addition to privatised shores, such as Zaitunay bay and Eden Bay (only 20% of Lebanon’s shores remain public). The protests were indeed an opportunity to take back public spaces that had been rendered inaccessible. Check out the infographic here.

#احتلّوا_بيروت: إعادة تخيُّل المدينة منذ احتجاجات تشرين الأوّل/أكتوبر ٢٠١٩

يُقدّم هذا الرسم البياني لمحة عامّة عن مواقع الاحتجاجات الرئيسية في بيروت التي استعادها المحتجّون، وبالأخصّ المساحات ذات قيمة رمزية، التي شملت المباني المهجورة ذات الوصول المقيّد، والشواطئ المخصخصة، مثل زيتونة باي وإيدن باي (مع الإشارة إلى أنَّ ٢٠٪ فقط من شواطئ لبنان هي أماكن عامّة). وشكَّلَت التحركات الاجتماعية بالفعل فرصةً لاسترجاع المساحات العامّة التي أصبحَ الوصول إليها متعذّرًا. يمكن الاطّلاع على الرسم البياني هنا
 

 

 

Collective Actions post August 4th Blast: Will There Be A Shift To Humanitarian Responses? 

The blast and destruction of Beirut on the 4th of August 2020 has caused the death of more than 200 persons, over 6500 were wounded, and more than 300,000 families have lost their homes. 
This visual provides an overview of all collective actions, policy decisions, and state security responses that took place in the aftermath of the Beirut port blast, between August 4th and August 31st 2020. It highlights the dynamism of civic collective actions in comparison to the slow response of the state, which focused mainly on maintaining a state of emergency, security deployments, violent repression of protesters demanding accountability, and arrests. Policy decisions were few, and mainly related to the ongoing investigation into the Beirut blast (which has yet to yield concrete results at the time of publishing this visual in October 2020). The majority of collective actions during that period (246 out of 356) consisted of solidarity and relief aid to victims, with 26 protests demanding accountability over the explosion.
This reiterates how local and national civic initiatives (whether informal collectives or organisations) are the first and main responders mobilising on the ground and providing aid and relief following a humanitarian crisis. Check out the infographic here.

التحرُّكات الاجتماعية بعد انفجار ٤ آب/أغسطس: هل سيكون هناك اتجاه نحو الاستجابة الإنسانية؟ 

 تسبب انفجار وتدمير بيروت في ٤ أغسطس/آب ٢٠٢٠ في مقتل أكثر من ٢٠٠ شخصا، وأكثر من ٦٥٠٠ جريح، وتدمير منازل أكثر من ٣٠٠ ألف أسرة.  يقدّم هذا الرسم البياني لمحةً عامةً عن التحرّكات الإجتماعية، القرارات السياسية، والاستجابات الأمنية للدولة بعد الانفجار في مرفأ بيروت، بين ٤ أغسطس/آب و٣١ أغسطس/آب ٢٠٢٠. وهو يسلّط الضوء على ديناميكية التحرّكات الاجتماعية المدنية مقارنةً باستجابة الدولة البطيئة، والتي ركزّت على إقامة حالة الطوارئ، والانتشار الأمني، وقمع المحتجين الذين يطالبون بالمساءلة، والاعتقالات. وكانت القرارات السياسية قليلة ومرتبطة بالتحقيقات الجارية في انفجار بيروت (الذي لم يسفر بعد عن نتائج ملموسة وقت نشر هذا الرسم البياني في أكتوبر/تشرين الأول ٢٠٢٠). ركزت غالبية التحركات الاجتماعية خلال هذه الفترة (٢٤٦ من ٣٥٦) على تقديم التضامن/المساعدة للمتضررين، بالإضافة إلى ٢٦ احتجاجاً للمطالبة بالمساءلة حول الانفجار. وهذا يعيد التأكيد على أن المبادرات المدنية المحلية والوطنية (سواء كانت مجموعات غير رسمية أو منظمات) هي أول المستجيبين على الأرض لتقديم المساعدات والإغاثة في أعقاب أزمة إنسانية.  يمكن الاطّلاع على الرسم البياني هنا

The October 2019 Protests in Lebanon: Between Contention and Reproduction - لبنان : مظاهرات اكتوبر ٢٠١٩ بين الخلاف وإعادة الإنتاج

The mobilisation cycle which emerged in the past year in the country displays a continuity with previous forms of organising, although unprecedented in terms of its geographical spread over the territory. To understand how this current protest cycle is unfolding, its dynamics, and limits, this article proposes to consider how social actors “move” in a contested, competitive, ever-shifting and evolving arena, rather than a homogeneous one. Their analysis relies on a three-fold conceptual approach that focuses on the analysis of the interactions and dynamics between actors, and the strategies they employ: persuasion, coercion, and retribution. لبنان: مظاهرات أكتوبر ٢٠١٩ بين الخلاف وإعادة الإنتاج

شـهد العـام الماضـي ظهـور دورة تعبئـة فـي لبنـان تدلّ على اسـتمرارية أشـكال التنظيـم السـابقة، علـى الرغـم مـن أنّه لـم يسـبق لهـا مثيـل مـن حيـث انتشـارها الجغرافـي علـى الأراضـي اللبنانيـة كافّـة. ومن أجل فهـم كيفيـة ظهـور دورة الاحتجـاج الحاليـة وديناميكياتهـا وحدودهـا، يقترح هذا المقال التفكيـر فـي كيفيـة "تحرُّك" الجهـات الاجتماعيـة الفاعلـة فـي ساحة مُتنـازَع عليهـا وتنافسـية ومتغيـِّرة باسـتمرار ومتطـوّرة، بـدلًا مـن سـاحة متجانسـة. يعتمد التحليل في هذا المقال علـى نهـج مفاهيمـي ثلاثي يُركِّـز علـى تحليـل التفاعلات والديناميكيـات بيـن الجهـات الفاعلـة، والاستراتيجيات التـي يسـتخدمونها: الإقناع والإكراه والمكافـأة. يمكن الاطّلاع على المقال الكامل باللغتَيْن العربية والإنكليزية: هنا
