The conflict at the Lebanese-Israeli border between PLO militias, with their Lebanese allies, and Israel had been going on for several years. In February and September 1972, the Israeli Army had already invaded Lebanese territory, crossing until the Litani River and conducted a number of deadly air raids. Also, between 1975 and 1977 Israel conducted air strikes against Palestinian camps in North and South Lebanon, killing scores of civilians.
