State Response 1st Half 2017
In the first half of 2017, Baalbeck witnessed the highest intensity of conflictivity in the State response dimension with 40% of these incidents relevant to the Syrian Border Conflict. 33% of these incidents are also relevant to Conflicts of Social Discrimination, revealing that these responses were mainly targeting Syrian refugees. Moreover, half of the incidents in the State response dimensions are classified as Power and Governance with most being arrests of terrorism suspects by the LAF, making Baalbeck caza a hot-spot in terms of conflictivity.
Beirut, Baabda, and Saida saw the second highest intensity of conflictivity in the State response dimension during the first half of 2017. Respectively, 42%, 34%, and 45% of the State response incidents in these cazas are classified as Power and Governance. In Beirut and Baabda most of these incidents are related to illicit trade while in Saida they mainly involved the arrests of terrorists.
During the first half of 2017, Akkar witnessed an intermediate level of conflictivity intensity in the State response dimension, with 68% of these incidents categorised as arrest/detention among which more than a half were Individual Acts of Violence. However, 30% of the incidents classified as Power and Governance were operations by state apparatuses against suspects affiliated to terrorists groups, which explains the high intensity of conflictivity in this caza.
