The syndicate for workers and employees of state-owned power provider Electricité du Liban on Tuesday issued a statement extending to March 22 the strike it started on March 9. Announcing the extension, the syndicate said it is “waiting for responsiveness and positive tangible changes that take into consideration the syndicate’s demands,” the state-run National News Agency reported. The syndicate announced that they would continue to “strike and protest, barring entry to EDL’s centers and only allowing employees to enter” for the duration of the strike. The activities interrupted exclude those which, if interrupted, would constitute a danger to public safety and include “conducting examinations of the general grid” and “receiving or depositing fuel.

The call to renew the strike included a reiterated list of demands, which included “pricing [EDL employees and workers’] salaries using the same mechanism as that used for [private electricity] service suppliers,” “guaranteeing full medical coverage and insurance” for workers and employees,” “stopping the violation of [EDL’s] authorities and permissions” and “activating contract penalties against [private electricity] service suppliers that failed to accomplish their missions.”  A new list also includes “paying salaries in cash in order to avoid the humiliation workers and employees face at banks’ doors.”

 The syndicate had launched a weeklong strike last week to protest the “indifference” displayed by authorities to its demands. The EDL workers’ and employees’ protests started in early March and have often included the syndicate’s objection to expanding the powers given to private electricity service suppliers, specifically distribution service providers.   

The union of workers and employees of the Electricité du Liban announced on Wednesday the continuation of the strike and the closure of the entrances to all of EDL centers on all Lebanese territories, and only allowing its workers and employees to enter them from Thursday 24/3/2022 until Tuesday 29/3/2022.

وطنية - أعلنت نقابة عمال ومستخدمي مؤسسة كهرباء لبنان في بيان، أنه "عطفا على بيانها بتاريخ 8/3/2022، تعود النقابة وتذكر ان ادارة مؤسسة كهرباء لبنان مستمرة في تخاذلها امام تدخلات وزارة الوصاية التي تحكمها من خلال بقايا المستشارين وتخفي عن الحكومة كما عن الرأي العام حقيقة اوضاع المؤسسة واسباب انهيارها وتدمير القطاع على مختلف الصعد، ما ادى الى ازمة طالت الخزينة والدولة والاقتصاد وكل بيت وهددت مستقبل المؤسسة والعاملين فيها".
 
ونبهت النقابة "المسؤولين في الحكومة والرسميين الى عمليات الغش والتلاعب بالحقائق ونتائج المشاريع التي نفذتها شركات مقدمي الخدمات والمقدرة بالمليارات والى اسرار خطط الكهرباء والالغام التي انطوت عليها من خلال وزراء الطاقة المتعاقبين التي الزمت الحكومة والمؤسسة بها من دون موافقتها وادت الى نهب اموالها ومدها بالمليارات لتعويض عجزها على حساب الخزينة والمال العام والمواطنين والعاملين فيها".
 
واذ سألت "القيمين في مؤسسة كهرباء لبنان متى سيشعرون بالذنب والمسؤولية عن صمتهم وخضوعهم واستسلامهم لارادة الوزير ويكتفون بما حققه لشخصه بدل ان نسمع منهم صوت ضمير يدافع عن الحقيقة وحقوق المؤسسة والعاملين فيها"، طالبت "من الجميع وقفة ضمير واعادة النظر بكل الاساليب المعتمدة والعمل على احتساب رواتب العمال والمستخدمين في مؤسسة كهرباء لبنان على سعر المنصة التي تطبق عليها رواتب العاملين في شركات مقدمي الخدمات، ضم ملحقات الراتب لاساس الراتب، تأمين التغطية الشاملة والاستشفائية للعمال والمستخدمين في مؤسسة كهرباء لبنان، وتأمين دفع الرواتب والمساعدة الاجتماعية وغيرها من صناديق المؤسسة نقدا تفاديا لوقفة الذل والاهانة التي يتعرض لها العمال والمستخدمون امام ابواب المصارف، وقف انتهاك صلاحيات المؤسسة ومستخدميها والمحلفين منهم المنصوص عليها في القوانين، العمل على تعزيز استقلالية المؤسسة ودور مجلس ادارتها ومهندسيها وغيرهم من العمال والمستخدمين وتطبيق بنود العقود الجزائية بحق الشركات المقصرة في القيام بواجباتها في تقديم الخدمات".
 
واعلنت النقابة انه "بانتظار التجاوب ولمس تغيير ايجابي واضح يأخذ بعين الاعتبار مطالب النقابة البعيدة عن اي غايات سياسية او مصلحية خاصة او شخصية، مستمرة بالاضراب والاعتصام مع اقفال المداخل في كل مراكز المؤسسة والسماح فقط للعاملين بالدخول اليها اعتبارا من نهار الاربعاء الموافق 16/3/2022 ولغاية الثلاثاء في 22/3/2022 ضمنا، مع عدم اجراء المناورات على الشبكة العامة باستثناء ما يشكل خطرا على السلامة العامة بالتنسيق مع النقابة، وعدم استلام وتسليم المحروقات بما فيها تفريغ البواخر"، محملة "الوزير وادارة المؤسسة ومجلسها، المسؤولية الكاملة عن كل ما يحصل نتيجة عدم تجاوبهم مع مطالب العمال والمستخدمين المحقة، لان ما وصلت اليه اوضاعهم المعيشية التي هي على ابواب جهنم لا تبشر بالخير بل تهدد بفوضى عارمة على مستوى المؤسسة".
 
وابقت النقابة اجتماعاتها مفتوحة "لاتخاذ ما تراه مناسبا".

The syndicate for workers and employees of state-owned power provider Electricité du Liban on Tuesday issued a statement announcing a third extension to their strike, which began on March 9 and will now last until April 5. The syndicate announced in a statement that they would continue their strike and “only allow employees to enter,” EDL offices for the duration of the strike. It also said that after a meeting with EDL’s board of directors, they discussed agreeing not to extend “[private electricity suppliers’] authorities under any circumstances or justification.” They also discussed “extending contacts according to the [the law of suspending terms] without any additions.” The syndicate also said that the board asked for clarifications on some of their demands, and accordingly it decided to extend its strike until April 5. They also decided to "suspend operations regarding delivering fuel and inspecting the public network except in cases of danger to public safety.”

 On March 15, EDL employees presented a list of demands which include “pricing [EDL employees and workers’] salaries using the same mechanism as that used for [private electricity] service suppliers, guaranteeing full medical coverage and insurance for workers and employees, stopping the violation of [EDL’s] authorities and permissions” and “activating contract penalties against [private electricity] service suppliers that failed to accomplish their missions.”

وطنية - اعلنت نقابة عمال ومستخدمي مؤسسة كهرباء لبنان "الاستمرار بالأضراب والاعتصام، مع اقفال المداخل في مراكز المؤسسة كافة غدا الاربعاء ولغاية الثلاثاء في الخامس من نيسان المقبل".
 
وقالت في بيان:"بناء على دعوة رئيس مجلس الادارة والمدير العام لعقد جلسة مع مجلس ادارة المؤسسة الاسبوع المنصرم، عقدت الجلسة برئاسته وتم التداول بكل ما تطرقت النقابة في مؤتمرها الصحفاي بدءا من الصلاحيات حيث تم التوافق على عدم توسيعها تحت اي مسمى او اي ذريعة، وتطبيق تمديد العقود استنادا لقانون تعليق المهل دون زيادة او نقصان. اما في ما يختص بباقي المطالب، فقد طلب اعطاء مجلس الادارة بعد التوضيحات المالية والادارية ليتم عرضها ومناقشتها في الجلسة المقبلة لاستكمال المفاوضات واتخاذ القرار المناسب، لذا تعلن النقابة الاستمرار بالأضراب والاعتصام مع اقفال المداخل في كل مراكز المؤسسة على الاراضي اللبنانية، والسماح فقط لعمال ومستخدمي المؤسسة بالدخول اليها اعتبارا من يوم غد الاربعاء وحتى الثلاثاء 5 نيسان المقبل ضمنا، مع عدم اجراء مناورات على الشبكة العامة باستثناء ما يشكل خطرا على السلامة العامة، وبالتنسيق مع النقابة وعدم استلام وتسليم المحروقات بما فيها تفريغ البواخر وتفريغ المحروقات من خزان الى آخر".
 
وختمت مؤكدة ان "النقابة تبقي اجتماعاتها مفتوحة لاتخاذ ما تراه مناسبا".

Electricité du Liban workers have announced the fourth extension of their ongoing strike, which will now last until April 12. In a statement yesterday, the employee’s syndicate said the chair of EDL’s board of directors had confirmed that a plan to address workers’ grievances was in the works and would be presented and discussed in a meeting of the board, without mentioning the date of the meeting. The statement also noted that EDL has not met the workers' demands and, therefore “the strike will continue and the entrance doors will be closed in all [EDL] centers in Lebanese territories” to non-employees. The strike began on March 9, with workers demanding “pricing [EDL employees and workers’] salaries using the same mechanism as that used for [private electricity] service suppliers, guaranteeing full medical coverage and insurance for workers and employees, stopping the violation of [EDL’s] authorities and permissions” and “activating contract penalties against [private electricity] service suppliers that failed to accomplish their missions.”
