A Decrepit Social Security Pillar. Salvaging The National Social Security Fund in Lebanon Amidst The Crisis. | .انهيار ركيزة الضمان الاجتماعي في لبنان: إنقاذ الصندوق الوطني للضمان الاجتماعي في خضم الأزمة
The Lebanese social protection system was from its inception, and through its historical development, a fragmented system characterised by, on the one hand, scattered contributory-based schemes and, on the other, by ineffective and time-bound social assistance programmes. This report addresses the various aspects of the failures and near collapse of the NSSF following the economic and financial crisis in Lebanon since 2019. By giving an overview of the NSSF developments throughout its history, it shows how the crisis reveals long standing shortcomings of the fund, linked to its design and structure from 1963 until today. This study argues that NSSF's inability to protect its beneficiaries from the impact of the current severe economic crisis has to be understood as part of a more general shortcoming of the overall Lebanese social protection system.
نظام الحماية الاجتماعية في لبنان منذ نشأته، وعبر مختلف مراحل تطوره التاريخي، هو نظام مجزأ يتميز، من جهة، بخطط متفرقة قائمة على الاشتراكات، ومن جهة أخرى، ببرامج مساعدة اجتماعية غير فعالة ومحددة زمنيًا. يتناول هذا التقرير الجوانب المختلفة لإخفاقات الصندوق الوطني للضمان الاجتماعي وانهياره الوشيك في أعقاب الأزمة الاقتصادية والمالية في لبنان منذ العام ٢٠١٩. ومن خلال تقديم لمحة عامة عن التطورات التي شهدها الصندوق عبر تاريخه، يُظهر التقرير أنَّ الأزمة قد كشفت النقاب عن أوجه القصور التي طال أمدها في الصندوق، والمرتبطة حُكمًا بتصميمه وهيكليته منذ العام ١٩٦٣ وحتى اليوم. وتؤكد هذه الدراسة أن عجز الصندوق عن حماية المستفيدين/المستفيدات منه من تأثير الأزمة الاقتصادية الحادة الحالية يجب أن يُفهم على أنه جزء من عجز عام في نظام الحماية الاجتماعية اللبناني ككلّ.
