2000: Creation of the National Employment Fund (Fond National de l’Emploi – FNE) [Law No. 99-101 of 31 December 1999]

The National Employment Fund was established by article 13 of the 2000 Financial Act (Law No. 99-101 of 31 December 1999). The FNE was thought to support the improvement of skills of job seekers and their integration in the labour market, regardless of their age, level of education, or region of origin. This fund was also used to support the integration of unskilled workers into activities of public interest. Its budget was mainly based on donations and subsidies provided by individuals or legal entities and on the benefits deriving from the privatisation of state properties (article 14).
