1975-1985: Creation of the National Pension and Social Security Fund (Caisse Nationale de Retraite et de Prévoyance Sociale – CNRPS)
The National Pension and Social Security Fund (CNRPS) was created in 1975 to merge the Caisse Nationale de Retraite (CNR) and the Caisse de Prévoyance Sociale (CPS) covering civil servants only. Its legislative basis was set up with the Act 85-12 of 5 March 1985. The CNRPS now covers public sector workers including civil servants, the military and the security forces, as well as state’s contractual workers, local authorities, and employees of state-owned companies. These categories of workers benefit from old-age pensions, disability, survivors’ benefits, health coverage for illness, work injury compensation, family allowances, and maternity leave. In addition to this general system, a series of special schemes were instituted for members of the government, regional governors, parliamentarians, staff of the STEG, (Société Tunisienne d’Electricité et de Gaz), and TRANSTU (Transports Tunisiens) with a generous health insurance branch.
