Paris III conference: Towards the introduction of emergency social safety net

Following the 2006 conflict between Lebanon and Israel (harb tammouz), the first national survey on inequality, poverty, and economic growth shed light on the growing impact of poverty and inequalities in Lebanon. On the occasion of the international donors’ conference of Paris III, the Lebanese government presented a social action plan aiming at introducing a social safety net program targeting poverty. The latter introduces ad hoc measures for eligible populations instead of reforming the social protection system in order to integrate all persons in need.  The program was financed through the support of the World Bank. The National Program Targeting Poverty (NPTP) would ultimately be introduced in 2011.
