دعوة مجلس النواب الى عقد استثنائي

المادة الأولى: يدعى مجلس النواب إلى عقد استثنائي يفتتح بتاريخ 2022/1/10 ويختتم بتاريخ 2022/3/21 ضمنا.

المادة الثانية: يحدد برنامج أعمال هذا العقد الاستثنائي بما يلي:

- القوانين المصدقة والتي قد يطلب رئيس الجمهورية إعادة النظر بها.

- مشاريع أو اقتراحات قوانين ملحة تتعلق بالانتخابات النيابية.

-مشاريع القوانين التي ستحال إلى مجلس النواب.

-مشاريع أو اقتراحات القوانين الطارئة والمستعجلة والضرورية المتعلقة بالإصلاحات اللازمة والضرورية لأو بخطة التعافي المالي أو بالأوضاع المعيشية الملحة التي يقرر مكتب المجلس طرحها على المجلس لا سيما القوانين الآتية:

• اقتراح القانون الرامي إلى تمديد العمل بالقانون رقم 2020/200.
• اقتراح القانون المتعلق بوضع ضوابط استثنائية ومؤقتة على التحاويل المصرفية.
• اقتراح قانون استعادة الأموال المحولة إلى الخارج.

- مشروعين فانونين الموازنة العامة للعامين 2021 و2022.

- عقد جلسة مساءلة الحكومة والرد على الأسئلة أوالاستجوبات الموجهة إلى الحكومة.

المادة الثالثة: ينشر هذا المرسوم ويبلغ حيث تدعو الحاجة.

Aoun signed a decree on Thursday to open an extraordinary session of Parliament from January 10 to March 21, while parliament meetings were not scheduled to resume before spring. The signature of this decree and the dates of the session were announced by Aoun. 

The decree issued by the Lebanese Presidency defines the agenda of the extraordinary session. Parliament will be called to discuss laws already adopted and other laws that the President can ask deputies to reconsider, as well as proposals for laws of urgency and those related to legislative elections. The chamber will also have to consider possible texts related to urgent and necessary reforms and the financial recovery plan. Other laws, including one on capital control and the recovery of funds transferred abroad, will also be discussed, as well as the state budget plan for 2022.It is expected that the legislature will take up the 2022 budget. While the passage of the budget will be a prerequisite to any deal with the International Monetary Fund, some observers have also pointed out that the calling of an extraordinary Parliament conveniently restores immunity to some sitting MPs who have been implicated in the Beirut port blast investigation.
