Confusion reigned among relief workers following a Lebanese Army circular instructing all bodies engaged in relief work after the Beirut Port blast to apply for permission at Beirut Municipality before continuing their work.

The circular, issued Friday, has also met resistance from the United Nations Office for the Coordination of Humanitarian Affairs.

The announcement has cast doubt over humanitarian actors’ access on the ground if they are unable to provide the necessary documentation to the Army. The military-led response to the humanitarian crisis is headquartered in the Beirut Municipality building.
