Banque du Liban issues Circular 588 that allows every Lebanese to have access to an electronic wallet

Banque du Liban issued intermediate resolution 13338 under intermediate circular 588 that allows every Lebanese to have access to an electronic wallet, even the Lebanese who do not hold a bank account. This electronic wallet allows to store money on an electronic medium - such as the chip of a mobile phone, or remotely on a server, via an online account - and to carry out transactions without using a bank account. 

The new circular authorises the holders of electronic wallet to supply them or to make cash withdrawals, via the physical network of a partner company such as a bank or a money transfer company, in addition to the realization of these operations via their account or a bank card.

These wallet can be denominated in Lebanese pounds or in foreign currencies. The authorized limits for transactions in local currency were raised in June, to one million Lebanese pounds per day for sending money and two million for receiving; and 10 million per month for sending and 20 million for receiving. 

Electronic wallets were already authorised for bank account holders since January 2020, following the adoption of intermediate circular 539.
