Glocalizing humanitarian interventions in Lebanon: a reflexive look into innovative practices in times of crises

Drawing upon ideas traditionally used in the private sector to improve the responses in emergencies, protracted crises and post-conflict recovery, humanitarians have turned to innovation for solutions to critical challenges in the field. The concept of “humanitarian innovation” has thus been trending in the humanitarian sector across the globe. While current debates have begun to document examples of ad hoc innovation in practice there is still a need to develop a common understanding of “innovation in context”.

The objective of this call for papers is to reflect on, and document the historical and contemporary role of civil society in Lebanon in responding to recurrent crises (Palestinian refugee issue, civil war, internal displacements, and more recently the Syrian refugee crisis), through humanitarian aid, recovery, as well as long term development interventions.

Based on experiences of local CBOs (Lebanese, Palestinian and Syrian organisations), our aim is to highlight innovative approaches and experiences from the Lebanese landscape as best practices leading to more localized and effective responses.

This reflection and call for action is being published within the framework of the World Humanitarian Summit, which will be held in Istanbul in May 2016. This call is an opportunity to instigate a longer-term reflection on humanitarian practices and policies in Lebanon.

We particularly encourage submissions revolving around these five axes:

1) Standardized packages of aid, national response plans versus grassroots mobilization: deconstructing globalized “resilience” and the emerging trend of “humanitarian innovation”. Are these policies and practices encouraging localized responses to crises? How can we reflect on these issues within the Lebanese context? 

2) Volunteerism as a vector of expertise, bottom-up approaches to “innovation”: how are responses to crises fostering the skills of local populations? What does volunteerism mean today in the professional NGO-ization of Lebanon? Does it act as a vector for local resilience and counter-expertise, or does it feed into the gap between different social strata by establishing new moral hierarchies of generosity?

3) Rethinking politics of aid versus “neutral” humanitarianism: how do local NGOs respond to the international humanitarianism imperative of upholding impartiality and neutrality in the field? In particular, international NGOs have often promoted their interventions as the only possible neutral action in times of crisis in opposition to local providers. How do the latter respond to such a widespread narrative?

4) Addressing the humanitarian-development continuum from an innovative perspective: Drawing from experiences from Lebanon, how can we reflect on short-term aid and more strategic far-sighted development? On a programmatic level, are interventions merely treating the symptoms rather than addressing root causes of crises? How are the objectives of international NGOs changing with respect to their timeframe of action? Does the latest trend of turning short-term relief into long-term development impinge on the traditional humanitarian principle of alleviating suffering, rather than actively implementing changes within the societies targeted by intervention?

5) Unbalanced partnerships? The local and the global on the ground: What do the increasing number of partnerships between international and local NGOs engender at the level of the beneficiary's subjectivity? How are such partnerships deployed on the ground and what are their dynamics? What exactly do international and local NGOs look for when implementing such partnerships?

 

Time frame and submission guidelines:

Lebanon Support, in collaboration with Amel Association, encourages contributions from scholars, practitioners, activists, and civil society experts. Authors can submit papers in Arabic, English, or French. All papers will go through a double blind peer-review process and must comply with Lebanon Support’sguidelines. All selected papers will be published online within theHumanitarian Knowledge Base project, on theCivil Society Knowledge Centre.

Selected papers will be considered for in-print publications in Lebanon Support’s journal,Civil Society Review. Key findings will be presented at a round-table co-organized by Lebanon Support and Amel Association in Beirut, in Spring 2016, and later on at the World Humanitarian Summit, in May 2016, in Istanbul.

Priority will be given to submissions that adopt a critical approach to humanitarianism-related concepts, engage with a solid theoretical framework, and are based on fieldwork research. Papers should not exceed 10,000 words.

Paper abstracts in Arabic, English, or French (not exceeding 300 words, specifying the theme, type of fieldwork, research questions, etc.), along with a CV should be sent to mabiyaghi@lebanon-support.org, editor@lebanon-support.org and research@amel.org before 15th of March 2016.

The editorial committee notify selected authors by 25 of March 2016.

Final papers should be sent for blind peer review by 10 May 2016.

Papers should conform to Lebanon Support’sguidelines for contributors.

Online publication of papers is scheduled for Summer/ Fall 2016.

Glocalisation des interventions humanitaires au Liban : un regard réflexif sur les pratiques innovatrices en temps de crises

Prenant acte d’idées traditionnellement véhiculées dans le secteur privé pour améliorer les réponses apportées aux situations d’urgence, aux situations de crises prolongées, et au relèvement postconflit, les agents de l’humanitaire se sont tournés vers l’innovation en vue de relever les défis majeurs auxquels se trouve confronté le domaine de l’humanitaire. Le concept de "l’innovation l’humanitaire" s’est ainsi imposé dans le secteur de l’humanitaire aux quatre coins de la planète. Alors que les débats actuels autour de cette question ont commencé à documenter des exemples portant sur des innovations ad hoc en pratique, le besoin d’élaborer une vision commune de “l’innovation en contexte” se fait toujours ressentir.

Cet appel à contribution vise à examiner et documenter le rôle historique et contemporain de la société civile au Liban dans les réponses apportées aux crises récurrentes (question des réfugiés palestiniens, guerre civile, déplacements internes, et plus récemment la crise des réfugiés syriens), et ce, par le biais des actions humanitaires, et de l’aide au relèvement, tout comme à travers les interventions de développement à long terme.

Notre objectif est donc de mettre l’accent sur les approches et expériences innovantes du contexte libanais, en se basant sur les expériences acquises par les organisations de la société civile (organisations libanaises, palestiniennes et syriennes confondues). Ces approches et expériences innovantes constituent ainsi des exemples de bonnes pratiques pour des réponses plus localisées et plus efficaces.

Le travail de réflexion lancé dans cet appel à contributions est publié dans le cadre du Sommet mondial sur l’action humanitaire (World Humanitarian Summit) qui se tiendra en mai 2016. Cet appel constitue de même une opportunité pour entamer un processus de réflexion à long-terme sur les pratiques et politiques ayant trait à l’action humanitaire au Liban.

Nous encourageons particulièrement à cet égard les soumissions des contributions articulées autour des cinq axes sous-mentionnés à savoir :

1)Enveloppe normalisée d’aides, de plans nationaux de réponses versus mobilisation communautaire : déconstruction de la "résilience" mondialisée et l’émergence de la tendance de "l’innovation l’humanitaire". Est-ce que les politiques et approches adoptées encouragent les réponses localisées apportées aux crises ? Comment examiner ces questions dans le contexte libanais ?

2)Le volontariat en tant que vecteur d’expertise, et d’approches d’ “innovation” partant de la base : comment les réponses aux crises renforcent-elles les compétences des populations locales ? Que signifie vraiment aujourd’hui le volontariat dans le processus d’ONGisation du Liban ? Le volontariat est-il bel et bien le vecteur de la résilience locale et de la contre-expertise, ou contribue-t-il à élargir le fossé entre les différentes composantes sociales en établissant de nouvelles hiérarchies morales?

3) Repenser les politiques d’aide versus une tendance humanitaire “neutre” : comment les ONGs locales répondent-elles aux impératifs des tendances internationales de l’humanitaire visant à maintenir l’impartialité et la neutralité sur le terrain ? Comment les fournisseurs locaux d’intervention humanitaire font-ils face aux ONGs internationales qui cherchent souvent à promouvoir leurs interventions humanitaires comme étant la seule action neutre possible en temps de crises ? Comment les ONG locales font-elles face à ces discours répandus ?

4)Penser le continuum humanitaire-développement d’un point de vue innovateur : Partant d’expériences du terrain Libanais, comment examiner la fourniture d’aide à court terme et la poursuite de programmes plus stratégiques de développement? Au niveau des programmes, les interventions humanitaires apportent-elles uniquement des remèdes aux symptômes plutôt que de s’attaquer aux sources mêmes des crises? Les objectifs des ONGs internationales changent-ils en fonction de leur calendrier d’action? La dernière tendance de transformer les interventions à court terme en programmes de développement à long terme affecte-t-elle le principe traditionnel humanitaire consistant à alléger les souffrances, plutôt que d’apporter de réels changements aux sociétés ciblées ?

5)Partenariats déséquilibrés? Les organisations locales et internationales sur le terrain : Le nombre accru de partenariats entre les ONGs locales et internationales affecte-t-il la subjectivité des bénéficiaires? Comment de tels partenariats sont-ils établis en réalité et quelles en sont leurs dynamiques? Que recherchent au juste les ONGs locales et internationales lorsqu’elles établissent de tels partenariats ?

 

Calendrier et conditions de soumission

Lebanon Support, en collaboration avec l’Association Amel, encourage les chercheur(e)s, praticien(ne)s, activistes, ainsi que les expert(e)s de la société civile à soumettre des contributions. Les auteur(e)s peuvent soumettre leurs manuscrits en langue arabe, anglaise ou française. Les manuscrits seront soumis à un processus anonyme d’examen par les pairs et devraient se conformer aux recommandations aux auteurs. Les contributions sélectionnées seront publiées en ligne dans le cadre du projet “Humanitarian Knowledge Base”, rattaché au Civil Society Knowledge Centre.

Certaines contributions sélectionnées pourraient être retenues pour publication notamment dans la “Civil Society Review”. Les principaux résultats seront présentés lors d’une table ronde organisée conjointement par Lebanon Support et l’Association Amel à Beyrouth au printemps 2016, et ultérieurement dans le cadre du Sommet mondial sur l’action humanitaire organisé à Istanbul en mai 2016.

Les manuscrits adoptant des approches radicales et critiques, aux contributions qui mobilisent un corpus théorique solide tout en étant fondées sur une recherche empirique seront privilégiés par le comité de lecture. Les articles ne doivent pas depasser 10000 mots.

Les propositions d’articles en arabe, anglais ou français (pas plus de 300 mots) doivent spécifier la thématique abordée, le type de travail de terrain mené, les questions de recherches…etc.

Les propositions ainsi que les CV des auteurs sont à adresser à mabiyaghi@lebanon-support.org, editor@lebanon-support.org, etresearch@amel.org avant le 15 mars 2016.

La sélection des propositions par le comité de lecture se fera avant le 25 mars 2016.

La version finale des manuscrits devra être envoyée pour évaluation au plus tard le 10 mai 2016.

Les manuscrits devraient être conformes aux recommandations aux auteurs.

La publication des articles est prévue pour l’été/l’automne 2016.

دعوة إلى تقديم المساهمات

 

العولمة المحلية للتدخلات الإنسانية في لبنان: نظرة متعمّقة إلى الممارسات المبتكرة في فترات الأزمات

استوحى العاملون في المجال الإنساني من الأفكار المتواترة تقليدياً في القطاع الخاص لتحسين الإستجابات في حالات الطوارئ والأزمات المديدة والنهوض بعد النزاع للبحث عن حلول مبتكرة للتحديات الأساسية التي يواجهونها ميدانياً. ومن هنا، لاقى مفهوم "الإبتكار في العمل الإنساني" رواجاً حول العالم. ومع أنّ النقاشات الدائرة حالياً بدأت توثِّق أمثلة عن الإبتكار في أوضاع محدّدة، تبقى الحاجة إلى تطوير فهم مشترك "للإبتكار في السياق المحلّي".

 هذه الدعوة إلى تقديم مساهمات هي في الواقع دعوة إلى تحليل وتوثيق الدور التاريخي والمعاصر الذي يلعبه المجتمع المدني في لبنان في استجابته للأزمات المتواترة (من قضية اللجوء الفلسطيني إلى الحرب الأهلية فالتهجير وصولاً أخيراً إلى أزمة اللاجئين السوريين) عبر المساعدات الإنسانية والنهوض وتدخلات تنموية طويلة الأجل.

 وانطلاقاً من خبرات منظمات المجتمع المدني المحلية (اللبنانية منها والفلسطينية والسورية)، نرمي إلى الإضاءة على المقاربات والتجارب الخلاقة في لبنان باعتبارها ممارسات فضلى من شأنها أن تفضي إلى استجابات أكثر موضعية وفعالية.

 يتم نشر هذه الدعوة إلى التمعّن في التفكير والتحرك ضمن إطار القمة العالمية للعمل الإنساني التي ستستضيفها إسطنبول في أيار/مايو 2016. وعليه، تمثل هذه الدعوة فرصة مؤاتية للتمعّناً طويل الأجل في الممارسات والسياسات الإنسانية في لبنان.

نشجِّع على وجه الخصوص المساهمات التي تتمحور حول خمسة إشكاليات، على الشكل التالي:

1) رزم موحّدة من المساعدات وخطط الإستجابة الوطنية في مقابل تعبئة القواعد الشعبية:تفكيك "القدرة على الصمود" المعولمة والتوجه الناشئ نحو "الإبتكار في العمل الإنساني". فهل تشجِّع هذه السياسات والممارسات الإستجابات الموضعية للأزمات؟ كيف يمكننا التمعّن فيها في السياق اللبناني؟

2) العمل التطوعي كعامل محرِّك للخبرة ومقاربات "للإبتكار" منطلقة من القاعدة:كيف تطوِّر الإستجابات للأزمات مهارات السكان المحليين؟ ما الذي يعنيه العمل التطوعي اليوم في سياق "أنجزة" لبنان بفرض نهج المنظمات غير الحكومية عليه؟ فهل يعزِّز ذلك المناعة والقدرة المحلية على الصمود والخبرات المضادة؟ أو يزيد الشرخ بين طبقات المجتمع وشرائحه المختلفة عبر إرساء تراتبيات أخلاقية جديدة؟

3) إعادة النظر في سياسات المساعدات مقابل النزعة الإنسانية "المحايدة":كيف تستجيب المنظمات غير الحكومية المحلية لموجب الحفاظ على الحياد وعدم الإنحياز أثناء العمل الميداني الذي تمليه النزعة الإنسانية؟ فغالباً ما تعمل المنظمات غير الحكومية الدولية على ترويج تدخلاتها كالتحرك المحايد الوحيد الممكن في فترات الأزمات في مقابل الجهات المحلية. كيف تستجيب هذه الجهات لهذا الخطاب الشائع؟

4) معالجة الترابط بين العمل الإنساني والتنمية من منظور مبتكر: كيف يمكننا، انطلاقاً من التجارب في لبنان، أن نتمعّن في المساعدات القصيرة الأجل لنربطها بتنمية أكثر تبصُّراً وذات بعد استراتيجي؟ وعلى مستوى البرامج، هل تكتفي التدخلات بمعالجة العوارض، مُغفِلةً بذلك جذور الأزمات؟ كيف تتغير أهداف المنظمات غير الحكومية الدولية في ضوء المهل الزمنية المحددة للتحرك؟ هل يصطدم المنحى الأخير بتحويل جهود الإغاثة قصيرة الأجل إلى تنمية طويلة الأجل بمبدأ العمل الإنساني التقليدي الذي يقوم على تخفيف المعاناة، بدلاً من سعي التدخلات إلى إحداث تغييرات في المجتمعات التي تستهدفها؟

5) شراكات غير متوازنة؟ بين المحلي والعالمي:كيف ينعكس العدد المتزايد للشراكات بين المنظمات غير الحكومية العالمية والمحلية على ذاتية المستفيدين؟ كيف تُنفَّذ هذه الشراكات على الأرض وما هي الديناميات التي تحيط بها؟ ما الذي تتطلّع المنظمات غير الحكومية الدولية والمحلية إليه بالضبط عند تطبيق شراكات من هذا النوع؟

 

المبادئ التوجيهية لتقديم المساهمات والجدول الزمني:

يدعو مركز "دعم لبنان"، بالشراكة مع "مؤسسة عامل"، الباحثات/ين، والممارسات/ين المزاولات/ين لمهنة ذات صلة، والناشطات/ين، فضلاً عن خبراء المجتمع المدني، إلى تقديم مساهماتهم باللغات العربية، أو الإنكليزية، أو الفرنسية. ستخضع الأوراق المقدَّمة جميعها لعملية مراجعة مزدوجة من الأقران، على أن تلتزم بالمبادئ التوجيهية التي وضعها مركز "دعم لبنان" لهذا الغرض. إلى ذلك، ستنشر الأوراق المختارة جميعها على صفحة مشروع قاعدة المعرفة حول العمل الإنساني، وهي جزء من بوابة المعرفة للمجتمع المدني.

 كما سيتم انتقاء بعض الأوراق ليتمّ إدراجها في منشورات مركز دعم لبنان المطبوعة، وبخاصة في "مجلة المجتمع المدني" التي ينشرها المركز. ستعرض الخلاصات الأساسية خلال طاولة مستديرة سينظمها مركز "دعم لبنان" بالتعاون مع "مؤسسة عامل" في بيروت في ربيع العام 2016 ولاحقاً خلال القمة العالمية للعمل الإنساني التي ستنعقد في أيار/مايو 2016 في إسطنبول.

 ستعطى الأولوية للمساهمات التي تعتمد نهجاً نقدياً إزاء المفاهيم المتصلة بالشؤون الإنسانية، والتي تستند إلى إطار نظري متين، كما التي ترتكز على بحوث ميدانية، على ألا تتخطى الأوراق المقدَّمة 10,000 كلمة.

 الرجاء إرسال ملخص عن الورقة مؤلف من 300 كلمة كحدٍّ أقصى باللغة العربية، أو الإنكليزية، أو الفرنسية ويحدّد الموضوع وطبيعة العمل الميداني والأسئلة البحثية، إلخ، على أن يرفق بسيرة ذاتية على البريد الإلكتروني mabiyaghi@lebanon-support.org، و editor@lebanon-support.org ، و research@amel.org قبل 15 آذار/مارس 2016.

ستقوم لجنة التحرير بإرسال رد إلى كافة مقدِّمي المساهمات بحلول 25 آذار/مارس 2016.

 يرجى إرسال الأوراق النهائية لمركز "دعم لبنان" ليُعمل على إخضاعها لعملية مراجعة من الأقران بحلول 10 أيار/مايو 2016.

 على الأوراق المقدَّمة أن تمتثل للمبادئ التوجيهية الخاصة بمقدِّمي المساهمات التي وضعها مركز "دعم لبنان".
