إصلاح النظام الضريبي في لبنان: ركيزة للحماية الاجتماعية الشاملة والمستدامة

يُعتبَر النظام الضريبي اللبناني مشرذم ويُساهِم في تعزيز عدم المساواة عبر إلقاء عبء الضرائب  على الفقراء أكثر من الأغنياء وتمكين التهرُّب الضريبي. لذلك، يكون النظام الضريبي العادل ضروريًا للحدّ من عدم المساواة في المجتمع اللبناني ولتمويل برامج الحماية الاجتماعية.

يعرض هذا الرسم البياني لمحةً عن النظام الضريبي الحالي في لبنان للعامَيْن ۲٠۲۲-۲٠۲٣، مُقترِحًا الإصلاحات الضرورية التي تُوجِّه الحيّز المالي نحو تمويل برنامج حماية اجتماعية شامل ودامج وصولاً إلى تحقيق العدالة الاجتماعية.

Reforming the Lebanese Tax System: A Pillar of Sustainable Universal Social Protection

The Lebanese tax system is fragmented and promotes inequality by taxing the poor more than the rich and enabling tax evasion. A fair tax system is essential to reduce inequalities in Lebanese society and to fund much-needed social protection programmes. This visual sheds light on the current tax system in Lebanon for the year 2022-2023 and proposes necessary reforms that would steer the fiscal space towards financing a universal and inclusive social protection program and ultimately achieving social equity. 

Getting by on your own. Scarce social security and healthcare rights in crisis-ridden Lebanon

This infographic is based on a nationally representative survey conducted between July and September 2022 by the CeSSRA on access to social protection in Lebanon. The survey aimed to understand current social protection mechanisms in Lebanon, notably the predominant contributory schemes amid the severe and prolonged economic depression, as well as the practical and current challenges faced by those enrolled in the system.

نظام الحماية الاجتماعية في لبنان إقصائي وتمييزي ومشرذم، يتضمّن صناديق مختلفة، أبرزها الصندوق الوطني للضمان الاجتماعي. يرتبط الضمان الاجتماعي بالعمل النظامي، فيُحرَم جميع العاملين/ات في القطاع غير النظامي من الحماية. إضافةً إلى ذلك، لا تتوفّر الرعاية الصحّية الشاملة، ولا مخصّصات البطالة. وبهدف التخفيف من حدّة الفقر، اعتمدت الحكومات المتعاقبة على برامج المساعدة الاجتماعية وآليات الاستهداف.

Missing Blocks, The Gaps in Lebanon’s Social Protection System.

Lebanon’s social protection system is exclusionary, discriminatory, and fragmented by design, with various funds available, the largest being the National Social Security Fund (NSSF). Social security is tied to formal employment leaving all individuals in the informal sector with no protection. Moreover, universal healthcare is not available, nor unemployment allowances. With the aim of alleviating poverty, successive governments have relied on social assistance and targeting programmes.

لا زالت التحرّكات العمّالية مستمرّة في تونس منذ العقد الماضي. فقد نظّم/ت العاملون/ات بين ١ كانون الثاني/يناير ٢٠٢٢ و٣٠ حزيران/يونيو ٢٠٢٢، ١٦٧ تحرّكًا اجتماعيًا من أصل ٢٧٥ تحرّكًا شهدته البلاد بشكل عام* (ما يعادل ٦١ في المئة من الرقم الإجمالي). ويتبيّن عند إلقاء نظرة مفصّلة على هذه التحرّكات، كيف أنّ السياسات التي فرضها صندوق النقد الدولي شكّلت الإطار العام لها، بالإضافة إلى تدابير التقشّف الناجمة عن تلك السياسات والتي فُرِضَت خلال السنوات القليلة الماضية.

Workers against austerity. A look at anti-IMF mobilisation in Tunisia in 2022

Workers’ mobilisations have been ongoing in the last decade in Tunisia. Between 1 January 2022 to 30 June 2022, workers organised 167 collective actions out of a total of 275* (amounting to 61% of the total). A detailed look at these mobilisations shows how they were framed by the International Monetary Fund (IMF) imposed policies, and their corollary of imposed austerity measures over the last few years.
